Abstract

This research aims to analyze the influence of organizational culture, leadership behavior, civil servants characters (PNS), and the planning quality on the performance of Sungai Penuh City government. The verification survey method was used to obtained data from a sample size of 300 units and analyzed using AMOS statistical tools. The results showed that organizational culture, leadership behavior, civil servants characters, and quality planning had a positive and significant effect on government performance. In addition, these attributes are needed to improve the quality of planning through the development of vertical and horizontal deliberations (musrenbang). Therefore, future research is related to planning coordination is needed for effective budget development funding.
