Abstract
Intisari Penelitian ini bertujuan untuk mengetahui bagaimana strategi Balai Latihan Kerja (BLK) dalam meningkatkan kualitas Sumber Daya Manusia (SDM) dan Daya Saing Tenaga Kerja di Kabupaten Tanjung Jabung Timur. Dalam rangka meningkatkan kualitas tenaga kerja maka strategi yang telah ditetapkan harus direalisasikan dengan baik, penelitian ini menggunakan metode deskriptif kualitatif, Pemilihan Informan dilakukan dengan menggunakan teknik purposive sampling, uji keabsahan datanya menggunakan teknik triangulasi. Pengumpulan data dilakukan dengan wawancara dan studi dokumentasi. Data Teknik analisis dilakukan dengan reduksi data, penyajian data, verifikasi data. Dalam Penerapan strateginya dilihat dari Teori Amir dilakukan mulai dari siapa yang melaksanakan, bagaimana mengelola program, anggaran dibutuhkan, membuat prosedur untuk memastikan strategi yang dijalankan dan bagaimana mengimplementasikan strategi tersebut. Hasil penelitian ini menunjukkan bahwa pelaksanaan pelatihan di Balai Latihan Kerja di Kabupaten Tanjung Jabung Timur termasuk baik. Sebelum pelatihan dilaksanakan, BLK Melakukan perencanaan terlebih dahulu yang terdiri dari identifikasi kebutuhan pelatihan, identifikasi tujuan pendanaan, rekrutmen dan seleksi peserta pelatihan, pembentukan tim pelaksana dan intrusktur, mempersiapkan sarana dan prasarana, dan kurikulum, setelah perencanaan, dilakukan pelaksanaan pelatihan yang diawali dengan penjadwalan, penyerahan fasilitas dan peralatan kepada peserta, menciptakan lingkungan belajar. Selama pelaksanaan menggunakan beberapa metode. Metode-metode yang digunakan yaitu metode off job trainning yang meliputi ceramah, diskusi, tanya jawab, demonstrasi, praktek kerja atau simulasi dan metode selanjutnya yaitu on job training melalui program magang. Setelah pelatihan selesai dilaksanakan kemudian melakukan evaluasi. Kesimpulan dari penelitian ini adalah strategi pelatihan di Balai Latihan Kerja (BLK) Kabupaten Tanjung Jabung Timur dilaksanakan dengan jenis program pelatihan regular yang berbasis kompetensi dan masyarakat. Tahapan-tahapannya dimulai dari perencanaan biaya dan anggaran, pemilihan jurusan, persiapan fasilitas, termasuk gedung, alat dan bahan, proses pendaftaran, proses seleksi, serta yang terakhir pelaksanaan pelatihan. Kata Kunci: Strategi, Kualitas Sumber Daya Manusia, Balai Latihan Kerja Abstract This study aims to determine how the strategies of the Work Training Center (BLK) in improving the quality of Human Resources (HR) and the Competitiveness of Workers in East Tanjung Jabung Regency. In order to improve the quality of the workforce, the predetermined strategy must be realized properly, this study uses a qualitative descriptive method, the selection of informants is carried out using purposive sampling technique, the data validity test uses the triangulation technique. Data collection was carried out by interview and documentation study. Data analysis technique is done by data reduction, data presentation, data verification. In implementing the strategy, seen from Amir's theory, it is carried out starting from who is implementing it, how to manage the program, the budget is needed, making procedures to ensure the strategy is carried out and how to implement the strategy. The results of this study indicate that the implementation of training at the Vocational Training Center in Tanjung Jabung Timur Regency is considered good. Before the training is carried out, the BLK conducts planning in advance which consists of identifying training needs, identifying funding objectives, recruiting and selecting training participants, forming an implementation team and infrastructure, preparing facilities and infrastructure, and curriculum, after planning, conducting training begins with scheduling , handing over facilities and equipment to participants, creating a learning environment. During the implementation using several methods. The methods used are the off job training method which includes lectures, discussions, questions and answers, demonstrations, practical work or simulations and the next method is on job training through an apprenticeship program. After the training is completed, then conduct an evaluation. The conclusion of this study is that the training strategy at the Job Training Center (BLK) of Tanjung Jabung Timur Regency is carried out with the type of regular training program based on competency and community. The stages start from cost and budget planning, selection of departments, preparation of facilities, including buildings, tools and materials, registration process, selection process, and finally the implementation of training.
