Abstract

ABSTRACT Permen ATR / Head No. 13 of 2017 on Block and Sita Procedures that are expected to realize uniformity and standardization in the implementation of record keeping and removal of block records, but in its implementation there are still problems related to the concept of removing the block record of land rights. As for the formulation of the problem raised is (1) Bagamana Setting the setting of the blocking of land rights? (2) What is the legal protection of the owner of the right to land against the blocking proposed by the other party for its land rights? issues that will be discussed later will be reviewed based on the viewpoint of Normative Juridical, Then the approach of the problem used (1) The approach of legislation (statute approach) (2) Case approach (case approach)(3) Conceptual approach (conceptual approach). The conclusion of the thesis is notary work and PPAT on the blocking of land rights is very closely related, where as a result of the blocking of land rights pose obstacles for Notary public and PPAT in making a deed related to land in accordance with their respective functions because of the right to land recorded by the Land Agency can not be done legal action against the right to land. Notary and Land Deed Official (PPAT) when making a deed whose land rights are blocked by BPN, in accordance with its authority can direct the client to submit an objection to bpn district / city and appeal to the Provincial BPN against a right to land blocked.
