Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis peran aktor politik desa dalam politik kebijakan tingkat lokal dan menganalisis apa saja faktor-faktor dalam mengimplementasikan perumusan politik kebijakan berbasis potensi lokal di Desa Tanjung Lanjut. Hal ini dikarenakan adanya potensi desa yang ada berupa wisata ini menjadikan desa mendapat penghargaan sebagai dan sebagai desa percontohan untuk pertumbuhan dan pengelolaan desa melalui BUMDes. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dalam penelitian dilakukan melalui wawancara, observasi dan dokumentasi. Penggunaan sampel dalam penelitian ini adalah purposive sampling sehingga data yang diperoleh akan dianalisis secara kualitatif serta diuraikan secara deskriptif. Hasil penelitian menunjukan bahwa peran aktor dalam pembentukan politik kebijakan tingkat lokal terdiri dari pemerintah desa dan masyarakat. Pemerintah desa terkhusus kepala desa mempunyai peran dominan didalam perumusan kebijakan dikarenakan kepala desa merupakan aktor eksekutif desa, dimana segala sesuatu yang diputuskan oleh kepala desa merupakan sebuah kebijakan yang akan berdampak kepada semua lapisan masyarakat dan berpengaruh kepada desa demi kemandirian desa dan kemajuan desa. Faktor yang mempengaruhi implementasi didalam perumusan kebijakan tingkat lokal yaitu lebih kepada sumberdaya anggaran, dimana keterbatasan anggaran masih menjadi permasalahan didalam pelaksanaan perumusan kebijakan tersebut, selain itu juga dari faktor struktur birokrasi yaitu ketidakadaan SOP yang mengatur tentang bagaimana segala aktor yang bekerja untuk menjalankan fungsi dan wewenang didalam perumusan kebijakan tersebut. This study aims to determine and analyze the role of village political actors in local level policy politics and analyze what are the factors in implementing local potential-based policy formulation in Tanjung Continue Village. This is because the existing village potential in the form of tourism makes the village awarded as and as a pilot village for village growth and management through BUMDes. This study uses a qualitative method with a descriptive approach. Data collection techniques in the study were conducted through interviews, observation and documentation. The use of the sample in this study is purposive sampling so that the data obtained will be analyzed qualitatively and described descriptively. The results showed that the role of actors in the formation of local level policy politics consisted of the village government and the community. The village government especially the village head has a dominant role in policy formulation because the village head is a village executive actor, where everything decided by the village head is a policy that will have an impact on all levels of society and affect the village for village independence and village progress. Factors that affect implementation in the formulation of local level policies are more on budget resources, where budget constraints are still a problem in the implementation of the formulation of these policies, besides that, the bureaucratic structure factor is the absence of SOPs that regulate how all actors work to carry out their functions and powers. in the formulation of the policy.
