Abstract
ABSTRACT Kampung BANTAR is the Jambi City government's innovation program in accelerating development on a residential basis. BANTAR stands for Clean, Safe, and Smart which is also an indicator of the program. This program seeks to build from the smallest RT unit with the aim of reducing development disparities between regions, improving the quality of welfare and the quality of the denomination of the community. To achieve the planned goals, cooperation between communities is the main key to the success of this program. Jambi City Government awards every RT that has met all the indicators to become a 'bantar'. The problem is that the community stops working together after receiving the award so many facilities built to meet the standards of the bantar village such as the toga garden and catfish pond are left abandoned and neglected after the award is given. Social capital is the ability of people to work together in overcoming the problems they face together. This study aims to describe social capital as an alternative modality that can be used for the implementation of Kampung Bantar in Eka Jaya Village. The method used is a qualitative approach with data collection in the form of observations, interviews, documents. This method was chosen because it can unravel the complexities contained in people's lives. In addition, social capital is less tangible (not too visible to the eye) so that its existence or symptoms can be identified only when someone has a social relationship that is difficult to measure with numbers. The data management technique used is the Miles & Hubberman data analysis model which is divided into three stages, namely: data reduction, data exposure, and drawing conclusions and verification. The results of this study indicate that social capital plays an active role in the implementation of Bantar Village, with the neglect of social capital causing the discontinuation of this policy. Through this research, it can be concluded that social capital is a form of capital that acts as a driving force for government policies so that its existence is crucial to be cared for by stakeholders.
