Abstract

ABSTRACT Social welfare is the purpose from every program provided by the government for public. From a lot of programs that have been implemented, not all government’s programs focus on the welfare of the community. As Jambi City’s Government is currently intensively carrying out equitable development in Jambi City from the periphery approach to city center approach, which is realized through sub-districts, villages, and neighborhood units. This program was born from the initiative of the Mayor of Jambi who wants to make the community independently by working together in building the environment where they live in. This is clearly regulated in Jambi Mayor’s Regulation Number 47 of 2014 concerning Technical Guidelines for Bantar Village Arrangement (Clean, Safe and Smart). Kampung Bantar becomes very interesting topic for the writer to study because in its implementation there are variables of policy implementation that can be said to be succeed as the analytical knife that the author uses from Edward III's theory, namely Communication, Resources, Disposition, and the Bureaucratic System which the implementation of this theory still left obstacles in society. This program has indications that it is capable of realizing welfare for the community as the theory used by the author as an analytical knife from Sen's theory, namely Level of Life, Fulfillment of Needs, Quality of Life, and Human Development. In its implementation there are findings that the authors found, one of them is the involvement of the youth generation which became a renewal of ideas and ideas through youth groups in each RT. This has further delivered the welfare that has been implemented for seven years and has experienced increased participation and change for the public of Jambi City, especially in Paal Merah Subdistrict who have participated in this program since 2016 until now which is also the reason the author took the research’s location. In this research, the writer used a qualitative research method with data collection techniques through interviews, observations, and documentation directly to related informants. Qualitative research is very suitable because according to the author in this study it’s requires descriptive analysis of the object of research phenomena that occurs in the field using a comparison of data and theory. From the results of this study the authors can conclude that the implementation of the Bantar Village Program in Paal Merah District is able to bring prosperity to the community through activities carried out in accordance with the indications of Bantar Village, named clean, safe, and smart. The people of Paal Merah Subdistrict have felt a change since the existence of the Bantar Village program, for example the level of community’s life has become higher supported by a better quality of life for the community through human development which is carried out in mutual cooperation and continues and the needs of life are met independently.
