Abstract

ABSTRACT The performance of public service implementation is depend to how administratuon quality standard created by the government. This quality is consist of aquntability, responsif, responsibility, quality service, and productivity. The quality of public service is also as a reference and measure for the local government to realize and to maintain a good service. In addition, the minimum service standard will give an ease for the society to evaluate and to value bureaucrats performance. As a conclude is that Department of Population and Civil Registration should has public service minimum quality performance as a reference for the service provider and users to get their fundamental right, especially for electronic identification card (E-KTP). The goal of this research is to observe, to analyze, and to describe performace of Department of Population and Civil Registration official and worker. The type of the research is descriptivequalitative approach which used to explain about individu or collective behaviors and social phenomenon occurred. Informan selection technique is done by purposive sampling, data analysis performed by data reduction, data presentation, and conclusion. Methods of deta collection is done by observation and doccumentation. The result of this research is performance of Department of Population and Civil Registration in minimizing E-KTP service influenced by 2 advancing programs. First, department of Population and Civil Registration makes an improvement in the civil administrative system, as like to increase human resources capability, public service digitalization, circumference service, and public service integrated office. Second, to apply public service operational standar for all member of Jambi City society, as like ethic value, comfortable, easily, completeness of facility, and accountability.
