Abstract

ABSTRAK Tujuan dari penelitian ini untuk untuk menganalisis pelaksanaan pencoklitan data pada pemilihan umum Kepala Daerah di Provinsi Jambi pada masa pandemic covid-19. Oleh karena itu penulis membuat permasalahan tesis ini pada dua hal, pertama bagaimana pelaksanaan pencoklitan data pada pemilihan umum di Provinsi Jambi pada masa pandemic covid-19, yang kedua bagaimana Pemilihan Umum Kepala Daerah Serentak di Provinsi Jambi pada masa pandemic covid-19. Untuk memecahkan permasalahan tersebut, penulis menggunakan metode penelitian yuridis Empiris dengan mengumpulkan dan menelaah peraturan perundangan-undangan yang berlaku dan relevan dengan permasalahan yang dibahas, terutama yang berkaitan dengan pencoklit untuk Pemiliha Umum Kepala Daerah. dan juga dalam penelitian ini dibantu dengan pendekatan perundang-undangan (statute approach) dan pendekatan konseptual (conceptual approach) berdasarkan teori-teori yang dipakai oleh para ahli. Hasil Penelitian yang diperoleh berdasarkan analisis dan pembahasan ditemukan adanya beberapa kendala didalam pelaksanaan coklit yaitu situasi Kontradiktif, malpraktek, keadaan pasif, dan jaringan. Kedua Peraturan PKPU Nomor 13 tahun 2020 dengan penambahan sanksi pelanggara protokol kesehatan yakni berupa sanksi yang bervariatif seperti sanksi teguran tertulis, sanksi administratif, hingga pembubaran pelaksanaan kampanye. Adapaun saran penulis khusus di era pendemi ini sebaiknya pencoklitan di daerah Provinsi yang Sebaiknya petugas di lengkapi sebuah software untuk melakukan pengecekkan data yang langsung terhubung ke sistem Dukcapil sehingga memudahkan didalam pelaksanaan coklit itu sendiri, dan jika petugas memasuki zona merah dalam tugasnya selain menggunakan APD lengkapa sebagusnya mereka dilakukan swab antigen sehingga petugas yang sudah melakukan tugasnya dapat diketahui apakah mereka terpapar atau tidak. Kata Kunci : Data Pemilih, Coklit Pandemi Covid 19, Pemilukada Pandemi Covid 19 ABSTRACT The purpose of this study was to analyze the implementation of data browning in the regional head elections in Jambi Province during the COVID-19 pandemic. Therefore, the author makes the problem of this thesis in two ways, first how to carry out data browning in general elections in Jambi Province during the covid-19 pandemic, secondly how the Simultaneous Regional Head Elections in Jambi Province during the covid-19 pandemic. To solve these problems, the authors use empirical juridical research methods by collecting and reviewing applicable laws and regulations and relevant to the problems discussed, especially those relating to blackmailing for the General Election of Regional Heads. and also in this research assisted by a statutory approach and a conceptual approach based on the theories used by experts. The results obtained based on the analysis and discussion found that there were several obstacles in the implementation of coklit, namely contradictory situations, malpractice, passive conditions, and networks. The second PKPU Regulation Number 13 of 2020 with the addition of sanctions for violating health protocols in the form of various sanctions such as written warning sanctions, administrative sanctions, to the disbandment of campaign implementation. As for the specific author's advice in this pandemic era, it is better for browning in the Province area. It is better for officers to be equipped with a software to check data that is directly connected to the Dukcapil system so that it makes it easier for the coklit implementation itself, and if the officer enters the red zone in his duties other than using complete PPE. they should have an antigen swab done so that officers who have done their job can know whether they have been exposed or not.
