Abstract
The purpose of this study was to determine and analyze the stages of policy making carried out by the village head in improving development in Awin Village, Pemayung district, Batang Hari Regency and to determine and analiyze the implementation of development carried out in Awin Village Pemayung district, Batang Hari district and to find out and analyze the implementation of development carried out by the village head in improving development in Awin village, Pemayung distict, Batang Hari district the research approach is a qualitative approach, This qualitative research is descriptive in nature which can provide an overview of the village head's policies in improving development in Awin Village, Pemayung District, Batang Hari Regency. The results showed that the policy of the village head in increasing development in Awin Village, Pemayung District, Batang Hari Regency was adjusted to public policy by using the stages of agenda setting and formulation stages. At the stage of preparing the 2018 agenda, the village head and the community took a policy in the form of building settlement roads and village roads between settlements to agricultural areas as a result of making a policy. While at the formulation stage in determining solutions to solve problems that exist in Awin Village, the village head holds meetings, provides direction, guidance or counseling related to the results of a policy that will be implemented. However, in finding solutions to all the problems that exist in this village, there are limited human resources, namely community involvement is still lacking, this is because some of the community have been disappointed by the results of their criticisms which were not followed up by the village head.
