Abstract
Background: Government Regulation No. 50 of 2012 concerning the Implementation of Occupational Health and Safety Management Systems and PERMENKES No. 66 of 2016 requires hospitals, especially emergency rooms, with the aim of creating a safe, safe and comfortable working environment, and free from the risk of being exposed to the Covid-19 virus .At the hospital, some officers were infected with the coronavirus while treating patients who were positive for the coronavirus. In the Emergency Departments (ED) when officers carry out swab tests on patients who experience symptoms of being exposed to the coronavirus. The current condition at the Regional Public Hospital (RSUD) has implemented a strict health protocol which is divided into three zones, namely red, yellow and green, all workers at the RSUD have been vaccinated, visiting hours for non-covid patients are also limited. Methods: This research was qualitative descriptive from October 2020 to June 2021. The technique of determining the informants was purposive sampling workers at IGD. Data retrieval were done by interview, observation and document review. Data processing by reducing data, presenting data, drawing conclusions, and analyzing data is done by tematic methods. Results: The results of the study, information was obtained from the Emergency Installation at the Padang Pariaman Hospital during the Covid-19 pandemic that the Human Resources input component in the Emergency Installation was sufficient for workers in the ER at Padang Pariaman Hospital using a rolling system six times a year, Infrastructure facilities at the ER quite complete and well maintained, and sufficient PPE is available in the ER with the use of PPE Level 2 in the ER. The components of the SOP process exist and are well implemented in the ER during the pandemic by implementing health protocols. The training was carried out in the form of a response to Covid-19 transmission, which was attended by some of the officers who attended the training. The output component at the Padang Pariaman Hospital is the K3 program during the Covid-19 pandemic which is still being implemented. Advice: It was recommended to Padang Pariaman Hospital implement Occupational Health and Safety Management System following Government Regulation no. 50 of 2012 and concerning the Implementation of Occupational Health and Safety Management Systems (SMK3) and PERMENKES No. 66 of 2016 which contains very comprehensive guidelines in the implementation of SMK3 in hospitals. Conduct regular inspections related to infrastructure and conduct training related to occupational safety and health in hospitals.
