Abstract

Rumput laut termasuk komoditas ekspor andalan Indonesia, tetapi saat ini kinerja ekspornya di pasar internasional mengalami fluktuasi serta belum lebih baik dari Korea Selatan. Hal ini diduga terdapat kendala dalam daya saingnya, mengingat produk yang dieskpor hanya berbentuk bahan baku. Berdasarkan uraiannya dirumuskan penelitian yang ditujukan untuk: 1) menggambarkan perkembangan ekspor rumput laut Indonesia di pasar internasional periode 1989-2020 serta, 2) menganalisis daya saing rumput laut Indonesia dengan negara pesaingnya yaitu Korea Selatan. Data bersumber dari UN Comtrade dan dianalisis menggunakan metode Releaved Comparative Advantage (RCA), Export Competitivness Index (ECI), Export Product Dynamic (EPD), dan Constant Market Share (CMS). Hasil penelitian ini menujukkan bahwa: 1) Perkembangan ekspor komoditi rumput laut Indonesia dipasar internasional berada pada tren yang meningkat setiap tahunnya, 2) Estimasi RCA dan ECI menunjukkan bahwa keunggulan komparatif dimiliki oleh Indonesia dan Korea Selatan, tetapi keunggulan kompetitif hanya dimiliki oleh Indonesia. Estimasi EPD menunjukkan posisi daya saing “Falling Star” untuk Indonesia dan “Retreat” untuk Korea Selatan. Estimasi CMS menghasilkan nilai pertumbuhan ekspor Indonesia lebih besar dibandingkan Korea Selatan dan dunia, nilai efek komposisi produk dan distribusi pasar didominasi oleh Indonesia, serta nilai efek daya saing yang mendominasi ialah Korea Selatan. Hal ini mengindikasikan bahwa rumput laut Indonesia memiliki daya saing yang lebih besar dibandingkan Korea Selatan, tetapi terdapat tren yang menurun pada pertumbuhan daya saing Indonesia. Maka dari itu harus adanya inovasi pada rumput laut Indonesia, sehingga diharapkan kedepannya mampu bertahan dan tidak hanya mengekspor dalam bentuk bahan baku. Seaweed is Indonesia's main export commodity, but currently its export performance in the international market is fluctuating and not better than South Korea. It is suspected that there are obstacles in its competitiveness, considering that the products exported are only in the form of raw materials. Based on the description, a research was formulated aimed at: 1) describing the development of Indonesian seaweed exports in the international market for the period 1989-2020 and, 2) analyzing the competitiveness of Indonesian seaweed with its rival country, namely South Korea. Data sourced from UN Comtrade and analyzed using the Releaved Comparative Advantage (RCA), Export Competitivness Index (ECI), Export Product Dynamic (EPD) and Constant Market Share (CMS) methods. The results of this study show that: 1) The development of Indonesian seaweed exports in the international market is on an increasing trend every year, 2) RCA and ECI estimates show that Indonesia and South Korea have a comparative advantage, but only Indonesia has a competitive advantage. The EPD estimate shows the competitive position of “Falling Star” for Indonesia and “Retreat” for South Korea. The CMS estimation results in the value of Indonesia's export growth being greater than that of South Korea and the world, the value of the effect of product composition and market distribution being dominated by Indonesia, and the value of the competitiveness effect that dominates South Korea. This indicates that Indonesian seaweed has greater competitiveness than South Korea, but there is a downward trend in Indonesia's competitiveness growth. Therefore, there must be innovation in Indonesian seaweed, so that it is hoped that in the future it will be able to survive and not only export in the form of raw materials.
