Abstract

As an agriculture country, Indonesia is a country which its main economy product depend to agriculture activities. Therefore, the farmer is main profession of mostly Indonesians. In addition, agriculture sector is also as a purpose to strengthen national food security. Therefor, The farmers empowernment system is one of most impurtance policy increasing their prosperity in Indonesia. As a manifestation of this policy, Indonesian Government has distributed a part of its authority to the local government to implement farmer empowernment program. It is done by Agriculture Extension Center, include in Bram Itam District, Tanjung Jabung Barat Regency. Agriculture Extension Center is technical institution under Department of Food Plants and Holticultura with main function as educator, fasilittaor, agent of change, and motivator in increasing the human resources and agriculture comodity result. The goal of this research is to describe about how how the roles carried out by the government to increase local farmers empowernment, especially in Bram Itam Raya Village and its contrains faced by the local government. The type of the research is descriptive-qualitative approach which used to explain about individu or collective behaviors and social phenomenon occurred. Informan selection technique is done by purposive sampling, data analysis performed by data reduction, data presentation, and conclusion. The result of this research is there are some roles worked by local Agriculture Extension Center in advancing the farmers achievement with importance functions as educator, agen of change, facilitator, problem solver, and motivator for each farmer group. Besides that, the contrains factor is human resources low capacity, incompleteness capacity, and invalidate for agriculture and farmers deta.
