Abstract

ABSTRAK Background: The Ministry of Health implemented a strategic plan in 2015-2019 to address health problems with several healthy Indonesian programs, namely Strengthening Health Services, Implementation of Healthy Paradigms, and National Health Insurance. The Sarolangun District Health Office has also run several programs that have been made, namely the Health Service program (mass treatment carried out directly by the puskesmas), the Health Counseling program, and the distribution of contact materials such as milk, biscuits, shampoo, soap, toothpaste, toothbrush, etc. However, the program run by the Health Service has not been optimally applied to the Suku Anak Dalam, there are still many who are slow to implement the program provided when given health education. Objective: To determine the role of the Health Office in Improving Health Programs for Tribe Children in Sarolangun District Methods: Qualitative research with a case study approach. This data collection technique was carried out through in-depth interviews. The research informants were 5 people in the Health Office and Pematang Kabau Sarolangun Health Center. Result: The role of the Health Office to improve the Suku Anak Dalam health program has been running in accordance with the Decree or SK that has been set by the government and the availability of adequate health facilities for the implementation of the program. Conclusion: Most of the programs have not been said to be successful because the Suku Anak Dalam have not been able to implement what has been fostered by the Health Service and Puskesmas, so better cooperation is needed between the government and the Suku Anak Dalam community. Keywords: Role of Health Service, Stewardship, Creating Resources, Financing, Delivering Services ABSTRAK Latar Belakang: Kementerian kesehatan menerapkan rencana strategis pada tahun 2015-2019 untuk mengatasi masalah kesehatan dengan beberapa program Indoneisa sehat yaitu Penguatan Pelayanan Kesehatan, Penerapan Paradigma Sehat, dan Jaminan Kesehatan Nasional. Dinas Kesehatan Kabupaten Sarolangun juga sudah menjalankan beberapa program yang telah di buat yaitu program Pelayanan Kesehatan (Pengobatan masal yang di lakukan langsung oleh pihak puskesmas), program Penyuluhan mengenai Kesehatan, dan program Pembagian bahan kontak seperti susu, biskuit, shampoo, sabun, odol, sikat gigi, dll. Namun program yang di jalankan Dinas Kesehatan belum optimal diakenakan pada Suku Anak Dalam tersebut masih banyak yang lambat menerapkan program yang di berikan ketika di beri penyuluhan mengenai kesehatan Tujuan: Untuk mengetahui Peran Dinas Kesehatan Dalam Meningkatkan Program Kesehatan Pada Suku Anak Dalam Kabupaten Sarolangun Metode: Penelitian kualitatif dengan pendekatan studi kasus. Teknik pengambilan data ini dilakukan melalui wawancara mendalam.Informan penelitian sebanyak 5 orang yang terdapat di Dinas Kesehatan serta Puskesmas Pematang Kabau Sarolangun. Hasil: Peran Dinas Kesehatan untuk meningkatkan program kesehatan Suku Anak Dalam sudah berjalan sesuai dengan Surat Keputusan atau SK yang telah ditetapkan pemerintah serta tersedianya fasilitas kesehatan yang mencukupi untuk berlangsungnya pelaksanaan program tersebut. Kesimpulan: Sebagian besar program belum dikatakan berhasil dikarenakan Suku Anak Dalam belum bisa menerapkan apa yang telah dibina oleh Dinas Kesehatan maupun Puskesmas, sehingga dibutuhkan kerja sama yang lebih baik lagi antar pemerintah maupun masyarakat Suku Anak Dalam Kata Kunci: Peran Dinas Kesehatan, Stewardship, Creating Resources, Financing, Delivering Services
