Abstract
ABSTRACT Talking about democracy in Indonesia, as we know it is definitely related to the general election, because Indonesia is one of the countries in the world that adheres to a democratic political system which in its implementation increases the freedom of political participation as widely as possible by the entire community to play an active role in determining the direction of democracy. nation and state development. One indicator of the success of the general election is the high level of public participation in giving their right to vote. Therefore, the KPU as the organizer has a big task to encourage the participation of every community including people with disabilities in giving their voting rights. Including making efforts to encourage the participation of vulnerable groups, one of which is voters with disabilities, especially in the 2020 Batanghari Regency Simultaneous Regional Head Elections. Interview, observation, and documentation methods are used to obtain valid and reliable data. The results of the study show that the KPU's strategy in increasing participation includes three strategic indicators, namely: First, the formulation and long-term targets in the form of recruiting democratic volunteers to approach. Second, the selection of actions in the form of socialization and simulation. In this activity, the allocation of resources in the form of democracy volunteers with knowledge of communicating with people with disabilities can be said to be quite successful, because there has been a significant increase in voter participation with disabilities in the Regional Head election in Batanghari Regency in 2020.
