Abstract
ABSTRAK ISPO (Indonesian Sustainable Palm Oil) merupakan salah satu kebijakan pemerintah yang bertujuan untuk meningkatkan daya saing kelapa sawit Indonesia termasuk juga usahatani kelapa sawit rakyat. Namun, dalam praktiknya belum semua petani telah menerima sertifikasi ISPO dikarenakan dalam proses pengajuan sertifikasi memerlukan biaya yang besar sehingga perlu dilakukan penelitian untuk melihat apakah benar petani yang telah menerima sertifikasi ISPO memiliki daya saing. Penelitian ini bertujuan untuk mengetahui gambaran usahatani bersertifikasi ISPO, menganalisis daya saing serta dampak kebijakan pemerintah terhadap usahatani kelapa sawit bersertifikasi ISPO di Kecamatan Bajubang Kabupaten Batanghari. Penelitian ini dilaksanakan di Desa Pompa Air Kecamatan Bajubang Kabupaten Batanghari, sumber data penelitian berupa data primer yang diperoleh dari wawancara 75 petani ISPO dimana jumlah tersebut ditentukan menggunakan metode sensus kemudian data yang diperoleh akan dianalisis menggunakan analisis PAM. Hasil penelitian menunjukan usahatani kelapa sawit bersertifikasi ISPO telah menjalankan usahatani sesuai dengan prinsip dan kriteria ISPO namun belum terlaksana dengan baik selain itu, usahatani yang telah dilakukan oleh petani dari hasil analisis menunjukan adanya daya saing atau memiliki keunggulan kopetitif dan komparatif serta kebijakan pemerintah bersifat protektif terhadap input dan output ditunjukan dengan nilai PCR < 1, DRCR < 1, NPCO = 0,1893 dan NPCI = 0,1771 yang dapat diartikan bahwa kebijakan pemerintah membantu petani dalam menekan biaya produksi dalam hal ini yaitu kebijakan subsidi dan pajak. Kata kunci : Daya Saing, ISPO, Kelapa Sawit ABSTRACT ISPO certification is one of the government policies that aims to increase the power of ISPO (Indonesian Sustainable Palm Oil). However, in practice not all farmers have received ISPO certification because the process of applying for certification requires a large amount of money, so research is needed to see if it is true that farmers who have received ISPO certification have competitiveness. This study aims to determine the description of ISPO-certified farming, analyze the competitiveness and impact of government policies on ISPO-certified oil palm farming in Bajubang District, Batanghari Regency. This research was carried out in the Water Pump Village, Bajubang District, Batanghari Regency, the source of research data in the form of primary data obtained from interviews with 75 ISPO farmers where the number was determined using the census method then the data obtained would be analyzed using PAM analysis. The results showed that the ISPO-certified oil palm farming had been operating in accordance with the ISPO principles and criteria but had not been implemented properly. In addition, the farming that had been carried out by farmers from the analysis showed that they were competitive or had competitive and comparative advantages and government policies were protective against input and output are indicated by the value of PCR < 1, DRCR < 1, NPCO = 0.1893 and NPCI = 0.1771 which means that government policies help farmers in reducing production costs in this case, namely subsidies and tax policies.
