Abstract

This study aims to determine and analyze how the management of village funds in handling and preventing forest and land fires in Arang-Arang Village, as well as to find out and analyze the effectiveness of the use of village funds in handling and preventing forest and land fires in Arang-Arang Village, Kumpeh Ulu District, District Muaro Jambi. The theory used in this study is the theory of the effectiveness of Riant Nugroho's policy implementation and the theory of village fund management. The research method used is a descriptive qualitative method that is field or empirical. The data processing technique used by the author goes through the stages of data reduction, data presentation, and drawing conclusions. The results of this study indicate that the process of managing village funds in Arang-Arang Village through the stages of financial management, namely planning, implementation, administration, reporting and accountability goes well in accordance with applicable regulations. There are no problems in the process of managing village funds. The allocation for handling and preventing forest and land fires is always done. The effectiveness of the use of village funds in handling and preventing forest and land fires is very effective, namely the fire care community (MPA) as the implementer is able to achieve the right policy, right implementation, right target and right environment. Although there are stages of implementation that have not been maximized, they do not hinder the performance of MPA. It is proven that MPA is effective in reducing the rate of forest and land fires in Arang-Arang Village in the last 3 (three) years. So that the management of village funds in handling and preventing forest and land fires in the future can run more effectively, the government must maximize the planning stage to support MPA performance. So that in its implementation the targets that have been set can be achieved optimally and the management of village funds in handling and preventing forest and land fires becomes more effective.
