Abstract

ABSTRAK Tujuan hasil penelitian ini untuk mengetahui efektivitas kebijakan Pemerintah Dalam Surat Edaran Nomor 1448/SE/DISHUB-3.1/XII/2021 Tentang Penggunaan Jalan Publik Untuk Angkutan Batubara Dalam Provinsi Jambi faktor pendukung dan penghambat kebijakan Pemerintah Dalam Surat Edaran Nomor 1448/SE/DISHUB-3.1/XII/2021 Tentang Penggunaan Jalan Publik Untuk Angkutan Batubara Dalam Provinsi Jambi. Metode dalam penelitian ini adalah kualitatif dan teknik pengumpulan data yaitu dokumentasi dan wawancara dengan informan. Hasil dari penelitian ini adalah Efektivitas Kebijakan Pemerintah Dalam Surat Edaran Nomor 1448/SE/DISHUB-3.1/XII/2021 Tentang Penggunaan Jalan Publik Untuk Angkutan Batubara Dalam Provinsi Jambi, berdasarkan poin-poin efektivitas yang terdiri dari tepat kebijakan, tepat pelaksanaan, tepat target, tepat lingkungan, tepat proses sudah berhasil dan efektif. Surat edaran ini sudah memuat hal-hal yang dapat memecahkan masalah, sudah sesuai dengan karakter masalah yang hendak di pecahkan dan sesuai karakter kebijakannya. Faktor-faktor yang mendukung kebijakan dalam Surat Edaran Nomor 1448/SE/DISHUB-3.1/XII/2021 Tentang Penggunaan Jalan Publik Untuk Angkutan Batubara Dalam Provinsi Jambi yaitu substansi kebijakan, terdapatnya implementor ataupun para pelaksana, terdapatnya sasaran group ataupun kelompok target yang mana dijadikan objek dari implementasi kebijakan. Sedangkan factor-faktor yang menghambat kebijakan dalam Surat Edaran Nomor 1448/SE/DISHUB-3.1/XII/2021 Tentang Penggunaan Jalan Publik Untuk Angkutan Batubara Dalam Provinsi Jambi adalah masih sulitnya mendisiplinkan driver di jalanan dalam mengatur kecepatan dan mencuri start waktu keberangkatan di tiap rute, selain itu ketidakhati-hatian dari masyarakat yang melintas di rute angkutan batubara pada jadwal yang ditentukan juga mempengaruhi. Tonasi muatan yang sering melewati batas juga sering menjadi penyebab permasalahan di lapangan. Kata Kunci: Kebijakan, Surat Edaran ABSTRACT The purpose of the results of this study is to determine the effectiveness of the Government's policy in the Circular Letter Number 1448/SE/DISHUB-3.1/XII/2021 concerning the Use of Public Roads for Coal Transportation in Jambi Province, the supporting and inhibiting factors of the Government's policy in the Circular Letter Number 1448/SE/DISHUB-3.1/XII/2021 Concerning the Use of Public Roads for Coal Transportation in Jambi Province. The method in this study is qualitative and data collection techniques are documentation and interviews with informants. The results of this study are the effectiveness of government policies in Circular Number 1448/SE/DISHUB-3.1/XII/2021 concerning the use of public roads for coal transportation in Jambi province, based on effectiveness points consisting of the right policies, the right implementation, the right targets. , right environment, right process has been successful and effective. This circular already contains things that can solve the problem, are in accordance with the character of the problem to be solved and according to the character of the policy. Factors that support the policy in Circular Letter Number 1448/SE/DISHUB-3.1/XII/2021 concerning the Use of Public Roads for Coal Transportation in Jambi Province, namely the substance of the policy, the presence of implementors or implementers, the existence of a target group or target group which is used as object of policy implementation. Meanwhile, the factors that hinder the policy in Circular Letter Number 1448/SE/DISHUB-3.1/XII/2021 concerning the Use of Public Roads for Coal Transportation in Jambi Province are that it is still difficult to discipline drivers on the streets in regulating speed and stealing the start time of departure on each route. In addition, the carelessness of the people who pass the coal transportation route on the specified schedule also affects. Load tonnage that often exceeds the limit is also often the cause of problems in the field. Keywords: Policy, Circular Letter
