Abstract

ABSTRACT The purpose of this study is to determine and analyze the implementation of policies in limiting the use of plastic bags by the Jambi City Government, and to identify and analyze the inhibiting factors in Jambi Mayor Regulation No. 61 of 2018 concerning restrictions on the use of plastic bags by the Jambi City Government. The research method used is descriptive qualitative, technical determination of informants using purposive sampling and snowball sampling. The results showed that the implementation of the policy of the mayor of Jambi on limiting the use of plastic bags in modern retail has succeeded in reducing waste generation in Alam Barajo District, this regulation is indeed required to be implemented by all modern retailers. However, the researchers assessed that the efforts made by the Jambi City Environmental Service as the implementer of the Regulation Policy above were not maximal enough. The inhibiting factors for the implementation of the policy of limiting the use of paid plastic bags in modern retail by the Jambi city government experienced many obstacles when implementing these regulatory policies, including: a. Consumers complain a lot; b, consumers cancel shopping; c, lack of consumer interest in shopping at the retail; d, it is not uncommon for consumers to be angry because they feel uncomfortable with the absence of plastic shopping bags during shopping activities; and e, lower retail income. Another obstacle also arises from people who are not used to using their own shopping bags so that from the community's perspective this policy has not gone well.
