Abstract

The problem of drug abuse in recent years has shown a tendency to increase very rapidly, both in quality and quantity. In Government Regulation Number 25 of 2011 concerning the Implementation of Compulsory Reporting of Narcotics Addicts, it is explained that IPWL is a public health center, hospital, and/or medical rehabilitation institution and social rehabilitation institution appointed by the Government. Because the scope of IPWL includes social rehabilitation institutions, through the Ministry of Social Affairs, appoints an institution as a place of social rehabilitation for drug abusers. This study aims to determine the role of the Jambi Province Social Service in Social Rehabilitation at IPWL Al-Jannah for drug addicts, as well as what obstacles are faced in carrying out social rehabilitation. The research method used is descriptive qualitative with data acquisition through observation, interviews, documentation, and literature review. The results showed that in carrying out the social rehabilitation process it was not effective due to the lack of budget funds, because previously the budget obtained by IPWL was a budget given directly from the ministry and funds from the Provincial Social Service. However, in the last 2 years, funds from the ministry have been hampered and have not been disbursed. Keywords: Drugs, Drug Abusers, Social Rehabilitation
