Abstract

ABSTRAK Judul penelitian ini adalah Analisis Pengelolaan Alokasi Dana Desa (ADD) Di Dusun Pulau Pekan Kecamatan Bungo Dani Kabupaten Bungo Tahun 2018-2020 Ditinjau Dari Perspektif Ekonomi Islam. Penelitian ini bertujuan untuk mengetahui pengelolaan Alokasi Dana Desa, faktor yang menjadi pertimbangan dalam pengelolaan Alokasi Dana desa, serta pandangan Ekonomi Islam terhadap pengelolaan Alokasi Dana Desa di Dusun Pulau Pekan Kecamatan Bungo Dani Kabupaten Bungo. Hasil Penelitian ini adalah Pengelolaan alokasi dana desa Dusun Pulau Pekan dalam perspektif Ekonomi Islam belum sepenuhnya memenuhi nilainilai dasar dalam ekonomi Islam. Proses pelaporan realisasi penggunaan ADD juga belum sesuai dengan jadwal yang telah ditentukan sehingga menyebabkan keterlambatan pencairan dana untuk tahapan berikutnya. Dana yang diperoleh hanya di fokuskan untuk oprasional desa, Belanja Aperatur Desa dan Badan Permusyawaratan Desa (BPD). Namun dari segi asas keadilan pengelolaan Aloksasi Dana Desa Dusun Pulau Pekan sudah cukup adil sesuai petunjuk teknis yang diatur dalam peraturan perundangan undangan dan Adanya jaminan sosial di masyarakat mendorong terciptanya hubungan yang baik diantara pemerintah desa dan masyarakat. Faktor yang menjadi pertimbangan pengelolaan alokasi dana desa meliputi faktor pendukung dan faktor penghambat. Faktor pendukung yakni partisipasi masyarakat, sarana dan prasarana. Sedangkan faktor penghambat yakni sumber daya manusia, petunjuk teknis penglolaan ADD yang setiap tahun berubah dan komunikasi. Kata Kunci : Pemerintah Desa, Pengelolaan, Alokasi Dana Desa, Perspektif Islam ABSTRACT The title of this research is Analysis of Village Fund Allocation Management (ADD) in Pulau Pekan Hamlet, Bungo Dani District, Bungo Regency in 2018-2020 From an Islamic Economic Perspective. This study aims to determine the management of Village Fund Allocation, the factors that are considered in the management of Village Fund Allocation, as well as the view of Islamic Economics on the management of Village Fund Allocation in Pulau Pekan Hamlet, Bungo Dani District, Bungo Regency. The result of this study is that the management of village fund allocation in Pulau Pekan Hamlet in the perspective of Islamic Economics is still far from the basic values in Islamic economics. The reporting process for the realization of the use of ADD is also not in accordance with the predetermined schedule, causing delays in disbursing funds for the next stage. The funds obtained are only focused on village operations, Village Apparatus Expenditures and the Village Consultative Body (BPD). However, in terms of the fairness principle, the management of the Village Fund Allocation of Pulau Pekan Hamlet is fair enough according to the technical instructions regulated in the laws and regulations and the existence of social security in the community encourages the creation of good relations between the village government and the community. Factors that are considered in managing the allocation of village funds include supporting factors and inhibiting factors. Supporting factors are community participation, facilities and infrastructure. While the inhibiting factors are human resources, technical guidelines for managing ADD which change every year and communication.
