Abstract

ABSTRACT Strategy is a form or plan that integrates the main goals, policies and courses of action within an organization into a unified whole. In this case, the strategy was made by the Merangin Cooperatives, Small and Medium Enterprise, and Energy Office, which aims to help revive the slump in the MSME sector during the pandemic and can improve people's welfare. Welfare is a condition that is highly desired by all circles of society, from the low to the high class, all of whom want prosperity. In this study, it will be discussed about the condition of MSMEs in the West Bangko sub-district, Merangin Regency, especially for micro handicraft business actors who are greatly affected by changes in conditions and situations between before the pandemic and during the pandemic. The distribution of their income is the focus of researchers to be able to see and describe the condition of their welfare level during the pandemic and compare it to the period before the pandemic. Using indicators of government strategy according to Geoff Mulgan's model, the Government has made efforts and implemented their strategy quite well and little by little can help the MSME sector to be able to rise again, but from these efforts they are also faced with the limitations of this pandemic. which discourages governments from maximizing their efforts.
