Abstract

ABSTRAK Penelitian ini bertujuan untuk 1) Mengetahui perkembangan jumlah tenaga kerja perkebunan karet sebagai sektor basis di Provinsi Jambi; 2) Menganalisis peranan perkebunan karet terhadap ekonomi wilayah di Provinsi Jambi dilihat dari aspek tenaga kerja; 3) Melihat apakah terjadi perubahan struktur tenaga kerja di Provinsi Jambi. Data yang digunakan dalam penelitian ini adalah data sekunder tahun 2000-2020. Metode analisis yang digunakan adalah analisis sektor basis, analisis shift-share, analisis multiplier effect dan analisis kontribusi serta peramalan dengan menggunakan aplikasi Microsoft Excel. Berdasarkan hasil penelitian diketahui bahwa selama periode 2000-2020 perkebunan karet merupakan sektor basis di Provinsi Jambi dengan rata-rata nilai LQ>1. Berdasarkan analisis Shift-Share diperoleh hasil pertumbuhan penyerapan tenaga kerja perkebunan karet baik di Provinsi Jambi maupun Indonesia adalah dominan. Berdasarkan analisis pengganda basis diperoleh hasil perubahan tenaga kerja wilayah akibat dari perubahan tenaga kerja karet mengalami penurunan dengan rata-rata perubahannya sebesar 11.065 jiwa setiap tahun. Berdasarkan analisis kontribusi diperoleh hasil rata-rata kontribusi perkebunan karet dalam menyerap tenaga kerja wilayah di Provinsi Jambi adalah sebesar 18,18 persen. Berdasarkan hasil perhitungan persentase alokasi tenaga kerja, Provinsi Jambi mengalami perubahan struktur tenaga kerja pada tiga tahun terakhir yaitu tahun 2017 hingga 2019 yang dilihat dari konsistensi penurunan pada alokasi tenaga kerja sektor pertanian dan peningkatan alokasi tenaga kerja pada sektor industri. Sedangkan berdasarkan hasil peramalan, diprediksi Provinsi Jambi akan mengalami pergeseran struktur tenaga kerja dari tahun 2021 hingga tahun 2050. The data used in this study are secondary data for the years 2000-2020. The analytical methods used are base sector analysis, shift-share analysis, multiplier effect analysis and contribution analysis and forecasting using Microsoft Excel applications. Based on the results of the study, it is known that during the period 2000-2020 rubber plantations were the base sector in Jambi Province with an average LQ value> 1. Based on the Shift-Share analysis, it is found that the growth of labor absorption for rubber plantations in both Jambi and Indonesia provinces is dominant. Based on the base multiplier analysis, the results of the change in the regional workforce as a result of changes in the rubber workforce have decreased with an average change of 11,065 people every year. Based on the contribution analysis, the average contribution of rubber plantations in absorbing regional labor in Jambi Province is 18.18%. Based on the results of the calculation of the percentage of labor allocation, Jambi Province experienced changes in the structure of the workforce in the last three years, namely 2017 to 2019 which was seen from the consistency of the decrease in the allocation of labor in the agricultural sector and the increase in the allocation of labor in the industrial sector. Meanwhile, based on forecasting results, it is predicted that Jambi Province will experience a shift in the workforce structure from 2021 to 2050.
