Abstract
Writing this thesis is intended to describe and determine the role and effectiveness of Bawaslu in upholding the principle of ASN neutrality in the 2020 Jambi Governor election at the Tebo Tengah District office. This study uses a descriptive type of research with a qualitative method approach which aims to provide a description of each object being studied. Data collection techniques in this study were obtained by using interview and documentation techniques. The results showed that the role of Bawaslu in upholding the principle of ASN Neutrality in the 2020 Jambi Governor election at the Tebo Tengah District Office was in accordance with three activities such as Prevention, Supervision and Enforcement. First, prevention activities, Bawaslu conducts socialization activities related to the prohibition in elections and prohibits ASN from committing a violation of neutrality. The two supervisory activities, Bawaslu conduct direct supervision activities to ASN, this is expected to reduce election criminal violations, administrative violations and violations of ASN neutrality, and Bawaslu cooperates with ASN at the Tebo Tengah sub-district office to reduce neutrality violations caused by intimidation from superior or the candidate for governor himself. In the three enforcement activities, Bawaslu took action against the Secretary of the Central Tebo District who was found to have violated Neutrality by taking a photo with one of the candidates for the Governor of Jambi No. 01 so that he was given a light sentence. In terms of effectiveness, Bawaslu has been effective if you look at the prevention, supervision and enforcement activities here, Bawaslu has carried out these activities well. and being adapted itself creates a fear in the eyes of ASN where they are increasingly careful with the case that befell the Secretary of the Tebo Tengah Secretary in the Jambi 2020 Gubernatorial Election yesterday.
