Abstract
Background : The Integrated Antenatal Care (ANC) program is a comprehensive service for pregnant women in early detection of pregnancy complications that may occur to prepare for a positive pregnancy and birth. According to the Jambi Provincial Health Office Profile in 2020, there were 362 cases of maternal mortality with an increase of 3 cases when compared to the AKI case in 2019. Therefore, one of the objectives of the Integrated Antenatal Service Program is to reduce the Maternal Mortality Rate (MMR). Method : This study uses a qualitative research method with a case study approach. Data were obtained from 10 informants by conducting in-depth interviews, observation and document review that strengthened the interviews at the Kenali Besar Health Center in April-June 2022 by analyzing qualitative data using NVivo software and using source triangulation to generalize the data that had been obtained. Results : The results of this study in the input aspect (1) Human Resources for Health are not optimal because there is still a lack of midwives and the facilities and infrastructure that must be owned in accordance with the MCH guidelines are not yet fully owned at the KIA Poly Health Center Kenali Besar and are still not functioning properly as a whole. In the process aspect (2) HR planning is not carried out because there is no plan to add midwives and the placement of midwives is not in accordance with their qualifications, the implementation process in providing services according to the 10 T standard is also not optimal due to counseling services, measuring height and weight agencies that have not been implemented properly and in the process of providing services in terms of recording and reporting are also still frequent delays due to the shortage of existing human resources with quite a lot of types of work. Conclusion : The input aspect that is problematic and not in accordance with the standards (in the cases of this study, namely on human resources and infrastructure) causes disruption of the performance process of managers in providing maternal health services, so that not all Integrated 10 T ANC standards are carried out.
