Abstract

Coffee is one of the mainstay commodities in the Indonesian plantation sector. The role of coffee commodities for the Indonesian economy is quite important, both as a source of income of foreign exchange, a producer of industrial raw materials, as well a provider of employment through processing, marketing and trade activities (export and import). Climate change that exist in every country, which is focused of the regulations of the International Coffee Organization (ICO) Agreement 2007 where each country is required to have anticipation of any existing climate change in order to maintain the value of coffee in each country. The formulations of the problem in this study is the government’s efforts to deal with climate change based on the International Coffee Organization (ICO) Agreement 2007 on the coffee plantation sector in Indonesia and the government’s legal responsibility in improving the welfare of coffee industry player in a sustainable Indonesia. This research is Normative. From the results of the research, it is known that the International Coffee Organization (ICO) is the mecca of a coffee from various countries in the world, related to the anticipation of climate change, which should be the Indonesian government more synergistic between the Central and Regional to improve and overcome the welfare of coffee farmers in Indonesia and add to the economic value of the Indonesian state.
