Abstract

The purpose of this study is to see how the Jambi Provincial government's policy is on the regulation of coal transportation. As we know that Jambi Province is one of the provinces in Sumatra which has quite large natural resources of coal. The latest data states that coal reserves in Jambi Province are estimated at 1.9 billion tons. The Jambi Provincial Government expects coal transportation to have a special road so that it does not interfere with the roads of the general public. However, the lack of transportation infrastructure is an obstacle in transporting coal to the loading port which results in congestion on public roads. This research method uses descriptive qualitative research by describing and explaining the research results in written form. Data collection was carried out using library research techniques, observation and online searching of some data. The findings that the authors get are that the Jambi Provincial Government has issued a policy related to special roads for coal transportation. This policy was taken after the Jambi provincial government together with several parties who own coal companies in the Jambi province area discussed and agreed to plan the construction of special routes for coal transportation, such as building special roads for coal transportation and utilizing river transportation routes, namely the Batanghari River. At the level of implementation, this policy has not been effective, it is based on several things such as the lack of budget, supervision and lack of encouragement from the coal company.
