Abstract
ABSTRAK Penyerapan tenaga kerja industri pengolahan besar dan sedang di Pulau Sumatera mengalami fluktuasi dan Pulau Sumatera memiliki perkembangan penyerapan tenaga kerja industri pengolahan besar dan sedang lebih kecil dari tingkat penyerapan tenaga kerja industri besar dan sedang di Pulau Jawa, sehingga tujuan penelitian ini adalah untuk mengetahui dan menganalisis perkembangan penyerapan tenaga kerja industri pengolahan besar dan sedang, upah minimum provinsi, jumlah unit usaha, penanaman modal dalam negeri, penanaman modal asing, PDRB industri pengolahan, dan pengeluaran pemerintah di Pulau Sumatera. Serta menganalisis pengaruh upah minimum provinsi, jumlah unit usaha, penanaman modal dalam negeri, penanaman modal asing, PDRB industri pengolahan dan pengeluaran pemerintah terhadap penyerapan tenaga kerja industri pengolahan besar dan sedang di Pulau Sumatera. Jenis data yang digunakan dalam penelitian ini adalah data sekunder dengan metode analisis deskriptif-kuantitatif. Sumber data dalam penelitian ini diperoleh dari Badan Pusat Statistik. Alat analisis data dalam penelitian ini menggunakan persentase perkembangan dan regresi data panel dengan pendekatan Fixed Effect Model (FEM). Penelitian ini menggunakan data time series yaitu tahun 2011-2020 dan data cross section yaitu 10 provinsi di Pulau Sumatera. Hasil analisis menggunakan persentase perkembangan, diperoleh bahwa rata-rata perkembangan penyerapan tenaga kerja industri pengolahan besar dan sedang sebesar 3,94%, rata-rata perkembangan upah minimum provinsi sebesar 11,73%, rata-rata perkembangan jumlah unit usaha sebesar 6%, rata-rata perkembangan penanaman modal dalam negeri sebesar 247%, rata-rata perkembangan penanaman modal asing sebesar 51,66%, rata-rata perkembangan PDRB industri pengolahan sebesar 3,23%, dan rata-rata perkembangan pengeluaran pemerintah sebesar 12,27%. Hasil analisis regresi data panel, diperoleh bahwa upah minimum provinsi berpengaruh negatif dan signifikan. Jumlah unit usaha, penanaman modal dalam negeri, penanaman modal asing, dan pengeluaran pemerintah berpengaruh positif dan signifikan. Sedangkan PDRB industri pengolahan berpengaruh positif namun tidak signifikan terhadap penyerapan tenaga kerja industri besar dan sedang di Pulau Sumatera. Kata Kunci: Penyerapan Tenaga Kerja Industri Pengolahan Besar dan Sedang, Persentase Perkembangan, Regresi Data Panel ABSTRACT The absorption of labor for large and medium manufacturing industries on the island of Sumatra has fluctuated and the island of Sumatra has a development in the absorption of labor for large and medium manufacturing industries which is smaller than the employment rate for large and medium industries on the island of Java, so the purpose of this study was to find out and analyze developments in the absorption of large and medium manufacturing industries, provincial minimum wages, number of business units, domestic investment, foreign investment, GRDP of the processing industry, and government spending on the island of Sumatra. As well as analyzing the influence of the provincial minimum wage, the number of business units, domestic investment, foreign investment, the GRDP of the manufacturing industry and government spending on the employment of large and medium manufacturing industries on the island of Sumatra. The type of data used in this research is secondary data with descriptive-quantitative analysis method. The source of the data in this study was obtained from the Central Bureau of Statistics. The data analysis tool in this study uses the percentage of development and panel data regression with the Fixed Effect Model (FEM) approach. This study uses time series data, namely 2011-2020 and cross section data, namely 10 provinces on the island of Sumatra. The results of the analysis using the percentage of development, it was found that the average development of employment for large and medium manufacturing industries was 3.94%, the average development of the provincial minimum wage was 11.73%, the average development the number of business units is 6%, the average development of domestic investment is 247%, the average development of foreign investment is 51.66%, the average development of the GRDP of the processing industry is 3.23%, and the average development government expenditure of 12.27%. The results of panel data regression analysis, it was found that the provincial minimum wage has a negative and significant effect. The number of business units, domestic investment, foreign investment, and government spending has a positive and significant effect. Meanwhile, the GRDP of the processing industry has a positive but not significant effect on the employment of large and medium industries on the island of Sumatra.
