Abstract
Sertifikasi halal menjadi salah satu etika bisnis bagi produsen terutama produsen makanan yang dapat menjadi peluang bisnis baru terlebih pada sektor pariwisata. Hal ini dimanfaatkan Taiwan untuk mengembangkan pariwisata ramah muslim yang didalamnya terdapat indikator produk makanan halal melalui NSP dan proses sertifikasi halal melalui beberapa lembaga. Dalam perkembangannya, proses sertifikasi halal di Taiwan masih ditemukan beberapa penyelewengan. Penelitian ini bertujuan untuk: 1) mengetahui dan mendeskripsikan perkembangan industri makanan halal di Taiwan, 2) mengetahui dan mendeskripsikan peran pemerintah Taiwan dalam implementasi kebijakan Sistem Jaminan Produk Halal Industri Makanan Halal dan 3) mengetahui dan menganalisis peluang, tantangan dan strategi penerapan sertifikasi halal pada industri makanan halal di Taiwan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi pustaka. Subjek dalam penelitian ini berupa lembaga sertifikasi halal, masyarakat dan pelaku usaha di Taiwan. Teknik pengumpulan data dilakukan dengan metode wawancara dan studi literatur. Teknik analisis data yang digunakan dalam penelitian ini yaitu analisis SWOT. Hasil analisis data menunjukkan bahwa setelah diluncurkannya New Southbound Policy (NSP) di Taiwan, perkembangan industri halal menjadi lebih intensif dan signifikan, promosi mengenai industri halal juga semakin masif, sistem sertifikasi halal juga semakin efektif serta jumlah restoran halal bersertifikat yang semakin meningkat. Perkembangan industri halal khususnya makanan halal di Taiwan setelah adanya NSP cukup membanggakan dan menorehkan prestasi. Implementasi analisis SWOT pada industri makanan halal di Taiwan menunjukkan hasil yang baik yaitu berada pada kuadran growth dimana memiliki peluang dan kekuatan yang dapat dimanfaatkan melalui strategi Growth Oriented Strategy (GOS) untuk memaksimalkan perkembangan industri makanan halal di Taiwan. Kata kunci: industri makanan halal, pariwisata ramah muslim, sertifikasi halal Halal certification is one of the business ethics for producers, especially food producers, which can become a new business opportunity, especially in the tourism sector. This is used by Taiwan to develop Muslim-friendly tourism in which there are indicators of halal food products through the NSP and the process of halal certification through several institutions. In its development, the halal certification process in Taiwan still found several irregularities. This study aims to: 1) identify and describe the development of the halal food industry in Taiwan, 2) identify and describe the role of the Taiwan government in implementing the Halal Food Industry Halal Product Assurance System policy and 3) identify and analyze opportunities, challenges and strategies for implementing halal certification in halal food industry in Taiwan. This research uses a qualitative approach with literature study method. The subjects in this study were halal certification bodies, communities and business people in Taiwan. Data collection techniques were carried out using interviews and literature studies. The data analysis technique used in this research is SWOT analysis. The results of the data analysis show that after the launch of the New Southbound Policy (NSP) in Taiwan, the development of the halal industry has become more intensive and significant, the promotion of the halal industry has also become more massive, the halal certification system has also become more effective and the number of certified halal restaurants has increased. The development of the halal industry, especially halal food in Taiwan after the existence of the NSP, is quite encouraging and has made achievements. The implementation of SWOT analysis in the halal food industry in Taiwan shows good results, namely being in the growth quadrant where it has opportunities and strengths that can be utilized through a Growth Oriented Strategy (GOS) strategy to maximize the development of the halal food industry in Taiwan.
