Abstract

ABSTRAK Latar Belakang : Permenkes RI Nomor 4 tahun 2019 tentang Standar Pelayanan Minimal (SPM) adalah ketentuan tentang jenis dan mutu pelayanan dasar yang merupakan urusan wajib daerah yang berhak diperoleh setiap warga secara minimal. Besaran SPM yang diperoleh berupa masukan, proses, hasil, dan manfaat pelayanan. Target tahunan SPM ialah rencana kinerja kegiatan puskesmas dalam rentang waktu tertentu dan membutuhkan proses dan input. Data capaian kinerja program pada Puskesmas Sengeti untuk Program KIA-KB pada tahun 2021 dan 2022 menunjukkan rata-rata masih berada di bawah target. Pemerintah daerah guna pelaksanaan urusan wajib sesuai dengan standar pelayanan minimal perlu membuat perencanaan dan menghitung berapa besar jumlah anggaran untuk pelaksanaan urusan tersebut. Oleh karena itu tujuan penelitian ini untuk mengidentifikasi proses perencanaan dan penganggaran program KIA-KB yang berkaitan dengan pelaksanaan Standar Pelayanan Minimal (SPM)bidang kesehatan di Puskesmas Sengeti. Metode Penelitian : Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Data diperoleh dari 9 informan dengan melakukan wawancara mendalam dan observasi di Puskesmas Sengeti pada bulan januari sampai maret dengan analisis data kualitatif menggunakan bantuan software NVivo dan menggunakan triangulasi sumber dan metode untuk menggeneralisasi datayang telah diperoleh. Hasil : Hasil penelitian ini dalam aspek input terdiri dari Sdm, dana, dan sarana prasarana didapatkan yaitu secara kuantitas dan kualitas sudah memadai dan sudah sesuai standar dengan pendidikan terakhir paling rendah adalah D III, tetapi pelatihan yang diadakan oleh Dinas Kesehatan hanya diwajibkan untuk pemegang program saja. Sarana dan prasarana pada program Kia-Kb terbilang belum lengkap. Dana untuk program Kia-Kb berasal dari dana BOK, hambatannya adalah pencairan dana yang sering terlambat. Aspek proses perencanaan anggaran sudah dilakukan dengan 5 tahap yaitu identifikasi masalah, penentuan tujuan, penyusunan dan pengembangan rencana program, pelaksanaan program, dan evaluasi program. Aspek output berupa penyusunan RUK dan RPK, penyusunan RUK dilakukan setiap akhir tahun. Aspek outcome pada program Kia-Kb belum mencapai target SPM (Standar Pelayanan Minimal) dimana target yang diinginkan adalah 100%. Kesimpulan : Penelitian ini menunjukkan bahwa belum tercapaiannya Standar Pelayanan Minimal sesuai dengan target yang telah ditetapkan di Puskesmas Sengeti dikarenakan aspek input yang masih kurang baik. Process, pada Program Kia-kb di Puskesmas Sengeti untuk perencanaan sudah cukup baik dapat dilihat dari penentuan rencana kegiatan, identifikasi masalah terkait dengan target cakupan program Kia-Kb di Puskesmas. Akan tetapi untuk pelaksanaan belum berjalan dengan baik dilihat dari capaian cakupan Kia-Kb belum mencapai target SPM. Kata kunci : kinerja, program Kia-Kb, perencanaan, anggaran, spm Abstract Background: Regulation of the minister of health the republic of Indonesia Number 4 of 2019 concerning Minimum Service Standards (SPM) is a provision on the type and quality of basic services which is a mandatory regional matter that every citizen is entitled to at a minimum. The amount of SPM obtained is in the form of inputs, processes, results, and service benefits. The annual target of SPM is a performance plan for puskesmas activities within a certain period of time and requires processes and inputs. Data on program performance achievements at the Sengeti Health Center for the Maternal and child helath and family planning program Program in 2021 and 2022 show that the average is still below the target. Local governments for the implementation of mandatory affairs in accordance with minimum service standards need to make plans and calculate how much the budget is for the implementation of these affairs. Therefore, the purpose of this study is to identify the planning and budgeting process of the Maternal and child helath and family planning program related to the implementation of Minimum Service Standards (SPM) in the health sector at the Sengeti Health Center. Research Method: This research uses qualitative research methods with a case study approach. Data were obtained from 9 informants by conducting in-depth interviews and observations at the Sengeti Health Center from January to March with qualitative data analysis using the help of NVivo software and using source triangulation to generalize the data obtained. Results: The results of this study in the aspect of inputs consisting of human resources, funds, and infrastructure facilities were obtained, namely in quantity and quality was adequate and was in accordance with standards with the lowest last education was D III, but training held by the Health Office was only required for program holders. Facilities and infrastructure in the Maternal and child helath and family planning program program are fairly incomplete. Funds for the Maternal and child helath and family planning program come from operasional support activities funds, the obstacle is the often late disbursement of funds. Aspects of the budget planning process have been carried out with 5 stages, namely problem identification, goal determination, preparation and development of program plans, program implementation, and program evaluation. Output aspects in the form of RUK and RPK preparation, RUK preparation is carried out at the end of each year. The outcome aspect of the maternal and child helath and family planning Program has not reached the SPM (Minimum Service Standard) target where the desired target is 100%. Conclusion: This study shows that the Minimum Service Standard has not been achieved in accordance with the target set at the Sengeti Health Center due to poor input aspects. The process, in the Kia-kb Program at the Sengeti Health Center for planning is quite good, it can be seen from the determination of activity plans, identification of problems related to the target coverage of the maternal and child helath and family planning program at the Puskesmas. However, the implementation has not gone well as seen from the achievement of maternal and child helath and family planning program coverage has not reached the SPM target.
