Abstract

Penulis mengambil penelitian ini: 1) peranan camat dalam pengawasan pelaksanaan pemerintahan desa di Desa Dusun Dalam Kecamatan Siulak, Kabupaten Kerinci Berdasarkan Peraturan Pemerintah No 17 Tahun 2018 tentang Kecamatan. 2) Untuk mengetahui dan menganalis kendala camat dalam pengawasan pelaksanaan pemerintahan desa di Desa Dusun dalam, Kecamatan Siulak, Kabupaten Kerinci Berdasarkan Peraturan Pemerintah No 17 Tahun 2018 tentang Kecamatan. Dengan tujuan di atas, masalah tersebut metode yang digunakan adalah pendekatan Yuridis Empiris. Pendekatan yuridis empiris dilakukan dengan mempelajari, melihat dan menelaah mengenai beberapa hal tentang sejauh manakah suatu peraturan / perundang-undangan atau hukum yang sedang berlaku secara efektif yang berkenaan dengan permasalahan penelitian ini. Hasil dan pembahasan Peranan Camat dalam pengawasan pelaksanaan pemerintahan desa di Desa Dusun Dalam Kecamatan Siulak, Kabupaten Kerinci Berdasarkan Peranan Camat dalam pengawasan pelaksanaan pemerintahan desa di Desa Dusun Dalam Kecamatan Siulak, Kabupaten Kerinci Berdasarkan Peraturan Pemerintah No 17 Tahun 2018 tentang Kecamatan telah berjalan, namun masih terdapat beberapa kenda, ini dikarenakan dalam pemantauan belum dilakukan secara rutin seingga pemerintah Desa masih terdapat kesalahan administrasi desa dan juga pelayanan yang dikeluhkan masyarakat. Pemeriksaan dilakukan dengan melihat laporan dan kondisi yang ada di lapangan, meskipun masih ada sedikit yang tidak sesuai dengan bentuk fisiknya sehingga dilakukan perbaikan, Bimbingan dan Pengarahan yang diberikan kepada pemerintah desa, Tindakan disiplin dilakukan dengan berkoordinasi dengan pihak kabupaten Kerinci agar diberikan teguran melalui APIP dan Tindakan Koreksi, dimana meminta untuk membuat laporan dengan apa adanya tidak dibuat-buat. Kendala Camat Dalam Pengawasan Pelaksanaan Pemerintahan Desa di Desa Dusun dalam, Kecamatan Siulak, Kabupaten Kerinci Berdasarkan Peraturan Pemerintah No 17 Tahun 2018 tentang Kecamatan diantaranya, Minimnya Kerjasama Pegawai, dimana masih ada pegawai yang diandalkan dalam menjalkan pekerjaan sehingga terkesan tumpang tindih dalam melakukan pengawasan dan Terbatasnya SDM Yang Memadai, dimana pegawai yang terbatas untuk melakukan pengawasan ke desa yang ada di Kecamatan Siluak. Kata Kunci: Camat, Pengawasan, Pemerintah Desa The author took this research: 1) the role of the sub-district head in supervising the implementation of village governance in Dusun Dalam Village, Siulak District, Kerinci Regency Based on Government Regulation No. 17 of 2018 concerning Districts. 2) To find out and analyze the constraints of the sub-district head in supervising the implementation of village government in Dusun Dalam Village, Siulak District, Kerinci Regency Based on Government Regulation No. 17 of 2018 concerning Districts. With the above objectives, the method used is the Juridical Empirical approach. The Empirical Juridical Approach is carried out by studying, viewing and examining several things about the extent to which a regulation / legislation or law that is currently in force effectively with regard to this research problem. Results and discussion of the role of the sub-district head in supervising the implementation of village governance in Dusun Dalam Village, Siulak District, Kerinci Regency Based on Government Regulation No. 17 of 2018 concerning Districts, it has been running, but there are still several obstacles, this is because monitoring has not been carried out routinely so that the village government still has administrative errors villages and also services that the community complains about. The inspection was carried out by looking at the reports and conditions in the field, although there were still a few that did not match the physical form so repairs were made, Guidance and Direction were given to the village government, Disciplinary action was carried out in coordination with the Kerinci district so that a warning was given through APIP and Corrective Action, which asks to make a report as it is, not fabricated. Obstacles of the Camat in Supervising the Implementation of Village Government in Dusun Dalam Village, Siulak District, Kerinci Regency Based on Government Regulation No. 17 of 2018 concerning Districts, they include the lack of employee cooperation, where there are still employees who are relied on in carrying out the work so that it seems overlapping in carrying out supervision and limited Adequate human resources, where employees are limited to carry out supervision of villages in the Siluak District.
