Abstract

ABSTRAK Pengelolaan hutan dengan konsep kemitraan kehutanan bertujuan menjaga hutan tetap lestari sekaligus memberikan kesejahteraan bagi masyarakat (luar maupun sekitar hutan). Lestariannya hutan menjadi prioritas utamanya, dari kondisi tersebut hutan dapat memberikan manfaat secara sosial dan ekonomi bagi masyarakat atau pihak lain yang berkepentingan dengan sektor kehutanan (kesejahteraan) (Suryandari dan Silvyani, 2012). PT.ABT telah memperoleh izin Usaha Pemanfaatan Hasil Hutan Ekosistem (IUPHHK-RE) berdasarkan Surat keputusan kepala badan koordinasi penanaman modal nomor: 7/1 / IUPHHK- RE / PMDN / 2015 tanggal 24 Juli 2015. PT.ABT melaksanakan program perhutanan sosial dalam bentuk kemitraan kehutanan untuk mensejahterakan masyarakat di areal konsesi PT. ABT. Kemitraan kehutanan merupakan salah satu skema dalam perhutanan sosial yang dapat digunakan sebagai upaya penyelesaian masalah penguasaan lahan di kawasan hutan Kemitraan kehutanan diharapkan menjadi langkah efektif dalam mengurangi intensitas ketimpangan kesejahteraan antara masyarakat dari pihak pemegang izin, oleh karena itu tujuan dari penelitian ini untuk menjelaskan penilaian indeks berkelanjutan pengelolaan kemitraan kehutanan di PT.ABT antara perusahaan dengan masyrakat di kawasan hutan.Kemitraan kehutanan tersebut berada di Desa Muara Killis Kabubaten Tebo. Kemitraan kehutanan di Desa Muara Killis ini di kelola oleh kelompok tani yang disebut kelompok tani Hutan wono lestari. Kelompok tani hutan wono lestari ini diberikan izin oleh PT.ABT berdasarkan surat keputusan : KTH/-WL/SK/2021 dengan luasan lahan yang dikelola adalah sebanyak 103 Ha. Adapun kegiatan yang dilakukan berdasarkan rencana kerja usaha pada KTH Wono Lestari yaitu : pengelolaan agroforestri, peternakan dan perikanan, ekowisata, sarana produksi, pengamanan dan perlindungan kawasan ekosistem esensisal (KEE). Penelitian ini dilaksanakan dalam jangka waktu Dua Bulan terhitung dari bulan Juli sampai dengan bulan agustus 2022 Penelitian dilaksanakan pada kawasan konsesi PT.ABT Blok 1 Desa Muara Killis Kecamatan Sumay Kabupaten Tebo.Pengambilan sampel dilakukan dengan menggunakan metode Purposive Sampling. Pengambilan sampel dilakukan secara sengaja dengan mempertimbangkan kriteria yang sesuai dengan penelitian yaitu kelompok pengelola atau pihak-pihak yang berhubungan erat dengan kemitraan kehutanan dan mengetahui tentang kelembagaan di kemitraan kehutanan, serta mempunyai pengetahuan maupun pemahaman dalam pengelolaan hutan adat. Untuk mendapatkan informasi secara mendalam peneliti mengambil sampel dari: 21 Orang Anggota KTH Wono Lestari di konsesi di PT.ABT 1 Orang Departemen Kemitraan kehutanan. Berdasarkan hasil penelitian dapat diberikan kesimpulan bahwa penilaian indeks berkelanjutan terhadap pengelolaan kemitraan kehutanan pada KTH Wono Lestari di konsesi PT. Alam Bukit Tigapuluh Kabubaten Tebo memiliki empat aspek yakni aspek kelembagaan, aspek ekologi, aspek ekonomi, dan aspek sosial. Dan terdiri dari 25 jenis; aspek kelembagaan 8 jenis, aspek ekologi 6 jenis, aspek ekonomi 6 jenis, dan aspek sosial 5 jenis yang dinilai oleh 21 informan memperoleh 74,66% hal ini menunjukkan aspek- aspek dengan status indeks cukup berkelanjutan. Dari semua nilai indeks berkelanjutan tersebut memiliki nilai indeks tertinggi adalah pada aspek ekologi 79,76 % (berkelanjutan) sedangkan nilai terendah adalah pada aspek sosial yakni 65,42 % (cukup berkelanjutan), sedangkan aspek kelembagaan 77,82% (berkelanjutan) dan aspek ekonomi 75,64 % (berkelanjutan). PT.ABT has obtained an Ecosystem Forest Product Utilization Business Permit (IUPHHK-RE) based on the Decree of the Head of the Investment Coordinating Board number: 7/1 / IUPHHK-RE / PMDN / 2015 July 24, 2015. PT.ABT implements social forestry programs in the form of forestry partnerships for the welfare of the people in the concession area of PT. ABT. Forestry partnership is one of the schemes in social forestry that can be used as an effort to resolve land tenure problems in forest areas. sustainable forestry partnership management at PT.ABT between the company and the community in the forest area. The forestry partnership is in Muara Killis Village, Tebo District. The forestry partnership in Muara Killis Village is managed by a farmer group called the Wono Lestari Forest Farmers Group. This Wono Lestari forest farmer group was granted a permit by PT.ABT based on a decree: KTH/-WL/SK/2021 with a managed land area of 103 Ha. The activities carried out are based on the business work plan at KTH Wono Lestari, namely: management of agroforestry, livestock and fisheries, ecotourism, production facilities, security and protection of essential ecosystem areas (KEE). This research was carried out within a period of two months from July to August 2022. The research was carried out in the PT.ABT Block 1 concession area, Muara Killis Village, Sumay District, Tebo Regency. Sampling was carried out using the Purposive Sampling method. Sampling was carried out deliberately by considering the criteria appropriate to the research, namely the management group or parties who are closely related to forestry partnerships and know about institutions in forestry partnerships, and have knowledge and understanding of customary forest management. To obtain in-depth information, researchers took samples from: 21 members of KTH Wono Lestari in the concession at PT.ABT 1 person from the Forestry Partnership Department. Based on the results of the study it can be concluded that the assessment of the sustainable index of forestry partnership management at KTH Wono Lestari in the concession of PT. Alam Bukit Tigapuluh Tebo Regency has four aspects, namely institutional aspects, ecological aspects, economic aspects, and social aspects. And consists of 25 types; 8 types of institutional aspects, 6 types of ecological aspects, 6 types of economic aspects, and 5 types of social aspects assessed by 21 informants obtained 74.66% this indicates aspects with a fairly sustainable index status. Of all the sustainable index values, the highest index value is the ecological aspect of 79.76% (sustainable) while the lowest value is the social aspect of 65.42% (quite sustainable), while the institutional aspect is 77.82% (sustainable) and the economy 75.64 % (sustainable).
