Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas penerapan E-Government dalam layanan perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPM-PTSP) Kabupaten Batanghari. Adapun rumusan masalah dalam penelitian ini adalah (1) bagaimana efektivitas penerapan e-government dalam layanan perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPM- PTSP) Kabupaten Batanghari?. (2) bagaimana faktor yang mempengaruhi berhasil atau tidak berhasilnya E-Government dalam layanan perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPM-PTSP) Kabupaten Batanghari?. Jenis penelitian ini bersifat kualitatif deskriptif dengan teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Adapun teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menyatakan bahwa diluncurkannya Sistem Online Single Subimission (OSS) diharapkan dalam penerapannya pelayanan perizinan tidak lagi menghabiskan waktu berbulanbulan melainkan hanya dalam hitungan jam saja dan penyampaian layanan harus terus diupayakan kemajuan dan peningkatannya agar masyarakat khususnya para pelaku usaha dapat terpenuhi aneka hak dan kebutuhan dasarnya. Faktor yang mempengaruhi berhasil atau tidak penerapan OSS yaitu dengan minimnya terjadi kendala seperti adanya kesalahan sistem OSS yang menyebabkan pelaku usaha tidak dapat mengakses OSS, belum tersedianya beberapa layanan yang dibutuhkan pelaku usaha untuk mendaftarkan serta ketidaktahuan pelaku usaha terkait Pelayanan Perizinan Berusaha secara elektronik melalui OSS. Kata Kunci : E-Government dan Pelayanan Perizinan ABSTRACT This study aims to determine the effectiveness of the implementation of e-government in licensing services at the Investment and One-Stop Integrated Services Office (DPM-PTSP) of Batanghari Regency. The formulation of the problem in this study is (1) how is the effectiveness of the application of E-Government in licensing services at the Investment and One-Stop Integrated Services Office (DPM-PTSP) of Batanghari Regency?. 2) What are the factors that influence the success or failure of E-Government in licensing services at the Investment and One-Stop Integrated Services Office (DPM-PTSP) of Batanghari Regency? This type of research is qualitative descriptive with data collection techniques using observation, interviews, and documentation. The data analysis technique used is data reduction, data presentation, and drawing conclusions. The results of this study state that with the launch of the Online Single Subimission System (OSS), it is hoped that in practice licensing services will no longer take months but only take a matter of hours and the delivery of services must continue to strive for progress and improvement so that the community, especially business actors, can fulfill various rights and need basically. Factors that influence the success or failure of the OSS implementation include the minimal occurrence of obstacles such as an error in the OSS system which causes business actors to be unable to access OSS, the unavailability of several services needed by business actors to register and the ignorance of business actors regarding Electronic Business Licensing Services through OSS.
