Abstract

Dalam otonomi daerah, tingkat kemandirian suatu daerah sangat bergantung pada sumber-sumber potensi pendapatan yang ada di daerah tersebut guna untuk melaksanakan tugas-tugas pemerintahan secara optimal. salah satu sumber pendapatan daerah adalah Pendapatan Asli Daerah (PAD). Rasio pendapatan asli daerah Kabupaten/kota di Provinsi Jambi terhadap pendapatan daerah hanya sebesar 10,34% sementara sebesar 71,74% berasal dari dana perimbangan. Situasi ini menunjukkan bahwa pemerintah kabupaten/kota di Provinsi Jambi belum mandiri dan masih sangat bergantung kepada pemerintah pusat melalui dana perimbangan. Oleh karena itu, masalah yang ingin diselesaikan pada penelitian ini adalah menentukan faktor yang mempengaruhi PAD Kabupaten/Kota di Provinsi Jambi untuk dapat meningkatkan PAD sehingga tingkat kemandirian Kabupaten/Kota di Provinsi Jambi semakin meningkat. Metode yang digunakan adalah regresi data panel, dimana model yang digunakan adalah Fixed Effect Model dengan tiga variabel yaitu pengeluaran pemerintah, jumlah wisatawan dan sektor petanian. Nilai koefisien determinasi (R^2) sebesar 93,45% menunjukkan bahwa pengeluaran pemerintah (X1), jumlah wisatawan (X2) dan sektor pertanian (X3) mampu menjelaskan PAD sebesar 93,45% dan sisanya dijelaskan oleh faktor lain diluar model. Nilai koefisien variabel pengeluaran pemerintah (X1) bernilai positif sebesar 0,598751, koefisien dari variabel jumlah wisatawan (X2) bernilai negatif yaitu sebesar -0,068742 dan koefisien variabel sektor pertanian (X3) bernilai positif sebesar 0,918975. Pengeluaran pemerintah, jumlah wisatawan dan sektor pertanian secara parsial berpengaruh terhadap PAD Kabupaten/Kota di Provinsi Jambi. In regional autonomy, the level of independence of a region depends greatly on the potential sources of revenue available in the area in order to carry out government duties optimally. One of the sources of regional revenue is the Regional Original Revenue (PAD). The ratio of the original income of regency/cities in Jambi Province to regional income is only 10.34%, while 71.74% comes from balance funds. This situation indicates that regency/cities governments in Jambi Province are not yet independent and still highly dependent on the central government through balance funds. Therefore, the problem that this study aims to solve is to determine the factors that influence the Regional Original Revenue of regency/cities in Jambi Province in order to increase the PAD and improve the level of independence of regency/cities in Jambi Province. The method used is panel data regression, where the model used is the Fixed Effect Model with three variables: government expenditure, tourist arrivals and agricultural sector. The coefficient of determination (R^2) value of 93.45% indicates that government expenditure (X1), tourist arrivals (X2) and agricultural sector (X3) are able to explain the Regional Original Revenue by 93.45% and the remaining factors outside the model. The value of the government expenditure variable coefficient (X1) is positive at 0.595338, the coefficient of the tourist arrivals variable (X2) is negative at -0.068848 and the coefficient of the agricultural sector variable (X3) is positive at 0.909478. Government expenditure, tourist arrivals and agricultural sector partially affect the Regional Original Revenue of regency/cities in Jambi Province.
