Abstract
ABSTRACT In the simultaneous regional elections of Humbang Hasundutan Regency, North Sumatra Province, 2020 was marked by the emergence of a single candidate. So the purpose of this study is to find out and analyze the behavior of political parties in carrying out Dosmar-Oloan candidates in the 2020 Humbang Hasundutan Regency election, North Sumatra Province. This type of research is descriptive qualitative with data collection methods through observation, interviews and documentation. The data collected are primary data and secondary data, while the determination of informants using purposive sampling. There are three data analysis techniques used, namely: data reduction, data presentation, and conclusions. The results of this study show that the behavior of political parties that have seats in the Humbang Hasundutan Regency DPRD in carrying the Dosmar-Oloan is very pragmatic. All decisions that occur in local parties are based solely on decisions from the central party. The Dosmar-Oloan pair managed to buy up all political parties sitting in the Humbang Hasundutan Regency DPRD seats. The electability and popularity as well as the strong financial capital of the Dosmar-Oloan couple were able to win the support of all political parties at the central level and ultimately parties at the local level had to follow the instructions of the central party. Keywords: Political party behavior, DPRD, Regent Election INTISARI Dalam pilkada serentak Kabupaten Humbang Hasundutan Provinsi Sumatera Utara Tahun 2020 diwarnai dengan munculnya calon tunggal.Maka tujuan adanya penelitian ini adalah adalah untuk mengetahui dan menganalisis perilaku partai politik dalam pengusungan calon Dosmar-Oloan pada pilkada Kabupaten Humbang Hasundutan Provinsi Sumatera Utara Tahun 2020.Tipe penelitian ini adalah adalah deskriptif kualitatif dengan metode pengumpulan data melalui observasi, wawancara dan dokumentasi.Data yang dikumpulkan adalah data primer dan data sekunder, sedangkan penentuan informan dengan menggunakan purposive sampling. Teknik analisis data yang digunakan ada tiga yaitu: reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan perilaku partai politik yang memiliki kursi di DPRD Kabupaten Humbang Hasundutan dalam mengusung pasangan Dosmar-Oloan sangat pragmatis.Seluruh keputusan yang terjadi di partai lokal hanya berdasarkan keputusan dari partai pusat.Pasangan Dosmar-Oloan berhasil memborong seluruh partai politik yang duduk di kursi DPRD Kabupaten Humbang Hasundutan.Elektabilitas dan popularitas serta modal finansial yang kuat yang dimiliki pasangan Dosmar-Oloan mampu meraih dukungan seluruh partai politik ditingkat pusat dan pada akhrinya partai ditingkat lokal harus mengikuti instruksi dari partai pusat.
