Abstract

Latar Belakang : SDIDTK merupakan program pemerintah untuk mencegah dan mengatasi permasalahan atau penyimpangan pada tumbuh kembang anak.. Puskesmas Muara Bungo II merupakan salah satu puskesmas di Kabupaten Bungo dengan cakupan SDIDTK (37,54%) yang tergolong rendah, serta memiliki sasaran balita terbanyak ketiga yaitu 2.286 balita. Tujuan penelitian ini yaitu mengetahui bagaimana fungsi manajemen pelaksana program Stimulasi Deteksi Intervensi Dini Tumbuh Kembang balita di wilayah kerja Puskesmas Muara Bungo II. Metode : Penelitian ini menggunakan metode kualitatif. Pada penelitian ini memiliki informan sebanyak 8 orang, dengan wawancara mendalam, observasi serta telaah dokumen. Hasil : Hasil penelitian menunjukkan bahwa dalam aspek perencanaan masih kurangnya dana menyebabkan belum ada pelatihan tumbuh kembang terhadap pelaksana (petugas puskesmas, kader, guru paud) SDIDTK serta sarana dan prasarana yang kurang memadai, hal ini mempengaruhi aspek pengorganisasian dimana penyusunan kelompok kerja dan pembagian tugas belum diterapkan sesuai pedoman pelaksanaan stimulasi deteksi dini tumbuh kembang anak. Dalam aspek pelaksanaan diketahui bahwa masyarakat masih belum berperan aktif dalam kegiatan stimulasi anak dan kurangnya motivasi yang diberikan untuk kelompok kerja SDIDTK. Serta aspek pengawasan yang kurang optimal pada pencatatan. Kesimpulan : Fungsi Manajemen program SDIDTK di wilayah kerja Puskesmas Muara Bungo II belum dilaksanakan dengan optimal dan disarankan untuk melakukan upaya peningkatan kompetensi SDIDTK melalui kegiatan pelatihan tumbuh kembang anak kepada pelaksana SDIDTK (petugas puskesmas, kader, guru paud). The aim of this research is to find out how the management functions of the Stimulation Detection Early Intervention Growth and Development program for toddlers in the working area of the Muara Bungo II Community Health Center. Method : This study uses a qualitative method. This research had 8 informants, using in-depth interviews, observations and document reviews. Results : The results of the research show that in the planning aspect there is still a lack of funds, causing there to be no growth and development training for SDIDTK implementers (puskesmas officers, cadres, early childhood teachers) as well as inadequate facilities and infrastructure, this affects the organizing aspect where the formation of work groups and division of tasks has not been implemented. according to the guidelines for implementing stimulation for early detection of child growth and development. In the implementation aspect, it is known that the community still does not play an active role in child stimulation activities and there is a lack of motivation given to the SDIDTK working group. As well as aspects of supervision that are less than optimal in recording. Conclusion : The SDIDTK program management function in the Muara Bungo II Community Health Center working area has not been implemented optimally and it is recommended to make efforts to increase SDIDTK competency through training activities for SDIDTK implementers.
