Abstract

ABSTRAK Latar Belakang : Kecamatan Alam Barajo merupakan tingkat risiko yang paling tinggi (59 catin) untuk hamil dan melahirkan bayi stunting dibandingkan dengan Kecamatan lainnya yang ada di Kota Jambi. Oleh karena itu penelitian bertujuan untuk analisis penggunaan aplikasi ELSIMIL dan mengetahui aspek input, process dan output dari permasalahan tersebut. Metode : Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif observasional. Data diperoleh dari 13 Informan dengan melakukan wawancara mendalam dan observasi. Hasil : Sumber Daya Manusia Kesehatan sudah ditetapkan sesuai dengan kebutuhan namun ada petugas yang tidak menjalankan tugas dan tanggung jawabnya sehingga petugas yang menjalankan tugasnya merasa kekurangan SDM. Sarana dan prasarana yang digunakan kader dalam melakukan pemeriksaan sudah tercukupi begitu juga dengan sarana prasarana yang digunakan kader saat melakukan pendampingan pada calon pengantin karena hanya menggunakan handphone. Dalam aspek process perencanaan penambahan SDM belum terealisasikan sampai sekarang. Proses kegiatan ELSIMIL dilakukan dengan melakukan pemeriksaan kesehatan (BB,TB, kadar Hb, LILA, lingkar perut dan perilaku merokok) yang kemudian di dampingi oleh kader untuk mengisi kuesioner ELSIMIL. Namun masih ada calon pengantin yang mendaftarkan pernikahan tanpa mendapatkan pendampingan. Dari segi pencatatan dan pelaporan juga masih sering tidak sinkron nya data karena tidak adanya proses validasi. Kemudian aspek output belum mencapai target capaian. Kesimpulan : Penggunaan ELSIMIL di Kecamatan Alam Barajo belum mencapai target PERBAN 12 RAN PASTI. Diperlukan evaluasi menyeluruh dari BKKBN Provinsi dan DPPKB untuk mengindentifikasi permasalahan dalam mencapai penggunaan ELSIMIL dalam upaya percepatan penurunan stunting. Background : Alam Barajo District has the highest risk level (59 catin) for pregnancy and giving birth to a stunted baby compared to other sub-districts in Jambi City. Therefore, the research aims to analyze the use of the ELSIMIL application and determine the input, process and output aspects of the problem. Methods : This research uses a qualitative research method with a descriptive observational approach. Data was obtained from 13 informants by conducting in- depth interviews and observations. Result : Health Human Resources have been determined according to needs, but there are officers who do not carry out their duties and responsibilities so that officers who carry out their duties feel that they lack human resources. The facilities and infrastructure used by cadres in carrying out examinations are adequate, as well as the infrastructure used by cadres when accompanying prospective brides and grooms because they only use cellphones. In terms of the planning process aspect, additional human resources have not been realized until now. The ELSIMIL activity process is carried out by carrying out health checks (BB, TB, Hb levels, LILA, abdominal circumference and smoking behavior) which is then accompanied by cadres to fill out the ELSIMIL questionnaire. However, there are still prospective brides and grooms who register their marriage without receiving assistance. In terms of recording and reporting, data is often out of sync because there is no validation process. Then the output aspect has not reached the achievement target. Conclusion : The use of ELSIMIL in Alam Barajo District has not yet reached the PERBAN 12 RAN PASTI target. A comprehensive evaluation is needed from the Provincial BKKBN and DPPKB to identify problems in achieving the use of ELSIMIL in efforts to accelerate stunting reduction.
