Abstract

Latar Belakang: Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan adalah badan hukum penyelenggara program Jaminan Kesehatan Nasional (JKN) yang dibentuk oleh pemerintah dengan tujuan menjamin agar seluruh rakyat Indonesia memperoleh manfaat dan perlindungan kesehatan. Kelancaran berjalannya BPJS Kesehatan dilihat dari kepatuhan peserta mandiri dalam mebayar iuran. Pada penelitian ini dilaksanakan di Kota Jambi, tercatat jumlah peserta BPJS Kesehatan Mandiri yang menunggak sebesar 16,95%. Presentase tersebut lebih besar dibandingkan daerah-daerah lain yang berada dibawah naungan BPJS Kesehatan Kota Jambi. Tujuan penelitian ini adalah untuk mengetahui faktor-faktor yang berhubungan dengan kepatuhan membayar iuran bulanan BPJS kesehatan peserta mandiri pada sektor informal di Kota Jambi. Metode: Penelitian ini menggunakan desain cross sectional, dengan teknik pengambilan data accidental sampling. Sampel yang diambil adalah peserta BPJS mandiri pada sektor informal berjumlah 106 responden dari 139.091 populasi. Analisis dilakukan dengan uji univariat dan bivariat dengan uji chi-square. Hasil: Hasil penelitian menunjukkan bahwa ada hubungan pendidikan (p-value=0,039) dan pendapatan (p-value=0,005) dengan kepatuhan membayar iuran BPJS Kesehatan dan tidak ada hubungan pekerjaan (p-value=0,190), tarif iuran (p-value=0,129) dan akses pembayaran (p-value=0,887) dengan kepatuhan membayar iuran BPJS Kesehatan peserta mandiri pada sektor informal di Kota Jambi. Kesimpulan: Penelitian ini menunjukkan bahwa ada hubungan antara pendidikan dan pendapatan dengan kepatuhan membayar iuran bulanan BPJS Kesehatan pada sektor informal. BPJS Kesehatan harus memberlakukan sanksi dengan tegas sesuai dengan ketetapan yang berlaku jika terlambat melakukan pembayaran. Kata kunci: Kepatuhan, Iuran BPJS, Sektor informal Background: The Social Security Administering Body (BPJS) for Health is a legal entity administering the National Health Insurance (JKN) program which was formed by the government with the aim of ensuring that all Indonesian people receive health benefits and protection. The smooth running of BPJS Health can be seen from the compliance of independent participants in paying contributions. In this research carried out in Jambi City, it was recorded that the number of BPJS Health Mandiri participants who were in arrears was 16.95%. This percentage is greater than other areas under the auspices of BPJS Health Jambi City. The aim of this research is to determine the factors associated with compliance with paying monthly BPJS health contributions for independent participants in the informal sector in Jambi City. Methods: This research uses a cross sectional design, with accidental sampling data collection techniques. The samples taken were independent BPJS participants in the informal sector totaling 106 respondents from a population of 139,091. Analysis was carried out using univariate and bivariate tests with the chi-square test. Results: The results of the study show that there is a relationship between education (p�value=0.039) and income (p-value=0.005) with compliance with paying BPJS Health contributions and there is no relationship between employment (p-value=0.190), contribution rates (p-value =0.129) and access to payments (p-value=0.887) with compliance in paying BPJS Health contributions for independent participants in the informal sector in Jambi City. Conclusion: This research shows that there is a relationship between education and income and compliance with paying monthly BPJS Health contributions in the informal sector.
