Abstract
RINGKASAN Kehilangan air atau biasa disebut non revenue water (NRW) merupakan tolak ukur penting untuk mengukur optimalitas sistem pelayanan distribusi air minum yang dilakukan oleh PERUMDA Air Minum, karena apabila tingkat kehilangan air semakin tinggi, maka semakin besar pula beban kerugian yang dialami oleh PERUMDA Air Minum dan konsumen (Silvia, 2014). Tingginya tingkat kehilangan air rata-rata PERUMDA Air Minum di Indonesia yang mencapai lebih dari 20% umumnya terjadi pada sistem jaringan distribusi air bersih, salah satunya terjadi di PERUMDA Air Minum Tirta Mayang dengan tingkat kehilangan air sebesar 38%. (PERUMDA Air Minum Tirta Mayang, 2022). Mengamati faktor tersebut, diperlukan suatu analisis untuk dapat mengetahui kehilangan air di salah satu wilayah pelayanan PERUMDA Air Minum Tirta Mayang, yaitu wilayah pelayanan IPA Aurduri sebagai tahapan awal yang harus dilakukan untuk meminimalisir kehilangan air. Penelitian ini bertujuan untuk mengetahui kondisi nyata dari komponen-komponen kehilangan air, yaitu kehilangan air fisik dan kehilangan air non-fisik. Metode penelitian ini dilakukan dengan dua metode yaitu penyusunan neraca air (water balance) dan perhitungan Infrastructure Leakage Index (ILI). Pada hasil penelitian didapatkan nilai jumlah kehilangan air akibat ketidakakuratan meter air pelanggan di wilayah pelayanan IPA Aurduri dengan sampel meter air pelanggan sebanyak 268 yaitu sebesar 34.660,09 m3/6 bulan dengan kerugian sebesar Rp152.504.396, sedangkan jumlah kehilangan air setelah melakukan penyusunan neraca air pada PERUMDAM Tirta Mayang wilayah pelayanan IPA Aurduri tahun 2023 yaitu sebesar 1.602.609 m3/6 bulan atau setara dengan 45,25% dengan kerugian sebesar Rp7.051.479.600. Selain itu, kehilangan air fisik yang terjadi yaitu sebanyak 1.562.032,91 m3/6 bulan dengan kerugian sebesar Rp6.872.944.804 dan kehilangan air non-fisik sebanyak 40.576,09 m3/6 bulan dengan kerugian sebesar Rp178.534.796. Nilai Infrastructure Leakage Index (ILI) yang diperoleh yakni sebesar 29 dengan tekanan rata-rata 11,20 m, maka PERUMDAM Tirta Mayang wilayah pelayanan IPA Aurduri masuk pada kategori kinerja teknis golongan D sehingga nilai kehilangan air fisik yang diperoleh yaitu sebesar >400 l/sambungan/hari. Nilai indikator kinerja golongan D tersebut berarti terjadi kebocoran jaringan yang sangat parah, sehingga terjadi pemborosan sumber daya yang luar biasa. Program pengurangan kebocoran sangat penting dan merupakan hal yang harus diprioritaskan oleh PERUMDAM Tirta Mayang wilayah pelayanan IPA Aurduri untuk pengendalian kehilangan air. Kata kunci :Kehilangan Air, Non Revenue Water, Neraca Air, Infrastructure Leakage Index SUMMARRY Water loss or commonly called non-revenue water (NRW) is an important benchmark for measuring the optimality of the drinking water distribution service system carried out by PERUMDA Air Minum, because if the level of water loss is higher, the greater the burden of losses experienced by PERUMDA Air Minum and consumers (Silvia, 2014). The high average water loss rate of PERUMDA Air Minum in Indonesia which reaches more than 20% generally occurs in the clean water distribution network system, one of which occurs at PERUMDA Air Minum Tirta Mayang with a water loss rate of 38%. (PERUMDA Air Minum Tirta Mayang, 2022). Observing these factors, an analysis is needed to be able to determine the water loss in one of the PERUMDA Air Minum Tirta Mayang service areas, namely the Aurduri IPA service area as the first step that must be done to minimise water loss. This study aims to determine the real condition of the components of water loss, namely physical water loss and non-physical water loss. This research method is carried out with two methods, namely the preparation of a water balance and the calculation of the Infrastructure Leakage Index (ILI). In the research results, it was found that the value of the amount of water loss due to the inaccuracy of customer water meters in the Aurduri IPA service area with a sample of 268 customer water meters was 34.660,09 m3/6 month with a loss of Rp152.504.396, while the amount of water loss after preparing the water balance at PERUMDAM Tirta Mayang in the Aurduri IPA service area in 2023 was 1.602.609 m3/6 month or equivalent to 45.25% with a loss of Rp7.051.479.600. In addition, the physical water loss that occurred was 1.562.032,91 m3/6 month with a loss of Rp6.872.944.804 and non-physical water loss of 40.576,09 m3/6 month with a loss of Rp178.534.796. The Infrastructure Leakage Index (ILI) value obtained is 29 with an average pressure of 11.20 m, then PERUMDAM Tirta Mayang Aurduri IPA service area is included in the category of technical performance group D so that the value of physical water loss obtained is >400 l/connection/day. The class D performance indicator value means that there is a very severe network leakage, resulting in an extraordinary waste of resources. The leakage reduction programme is very important and is something that must be prioritised by PERUMDAM Tirta Mayang Aurduri IPA service area to control water loss.
