Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui Pelaksanaan Pengelolaan Alokasi Dana Desa (ADD) Di Desa Lubuk Terap Kecamatan Merlung Kabupaten Tanjab Barat. Teknik pengumpulan data digunakan dengan cara kualitatif dalam bentuk deskriftif yuridis, yang saling melengkapi dalam menggambarkan permasalahan yang diteliti. Penelitian ini merupakan tipe penelitian yuridis empiris, yang difokuskan untuk mengkaji Pelaksanaan Pengelolaan Alokasi Dana Desa (ADD) Di Desa Lubuk Terap Kecamatan Merlung Kabupaten Tanjab Barat. Rumusan masalah dalam penulisan kali ini adalah mencari tahu tentang Perencanaan Pelaksanaan Pengelolaan Alokasi Dana Desa (ADD) Di Desa Lubuk Terap Kecamatan Merlung Kabupaten Tanjab Barat, dan Pelaksanaan Pengelolaan Alokasi Dana Desa (ADD) Di Desa Lubuk Terap Kecamatan Merlung Kabupaten Tanjab Barat . Hasil penelitian menunjukan Dalam pengelolaan Keuangan Desa, Kepala Desa Lubuk Terap melimpahkan sebagian kewenangan kepada perangkat Desa yang ditunjuk. Alokasi Dana Desa adalah dana yang bersumber dari Anggaran Pendapatan dan Belanja Daerah (APBD) yang dialokasikan dengan tujuan pemerataan kemampuan keuangan antar desa untuk mendanai kebutuhan desa dalam rangka penyelenggaraan pemerintahan dan pelaksanaan pembangunan serta pelayanan masyarakat. Pelaksanaan Alokasi Dana Desa (ADD) di Desa Lubuk Terap diawali dengan kegiatan penyusunan program ADD usulan dari masing-masing dusun. Program yang dibuat oleh dusun di evaluasi oleh desa dan alokasi atau pembagian dana ADD didasarkan skala prioritas (manfaat) bagi dusun tersebut. Tahap pelaksanaan pengelolaan ADD dimulai dari RPJM Desa dan RKP Desa yang telah di sepakati dalam Musrengbandes. Dalam pelaksanaan kegiatan-kegiatan yang pembiayaannya bersumber dari ADD dilaksanakan oleh Tim Pelaksana Desa (Aparat Desa). Kemudian tim pelaksana akan membentuk tim pengelolaan kegiatan untuk melaksanakan program kegiatan dilapangan. Pemerintahan Desa Lubuk Terap, TPK (Tim Pelaksana Kegiatan) di koordinir oleh Sekretaris Desa Lubuk Terap, sebagai kordinator yang menjalankan, mengawasi, serta melaporkan kinerja yang dilakukan di tempat lokasi kegiatan. Sehingga pengelolaan Alokasi Dana Desa di Desa Lubuk Terap sudah mewujudkan prinsip Good Governance. Kata kunci : Pemerintah Desa, Alokasi Dana Desa ABSTRACT This research aims to determine the implementation of Village Fund Allocation Management (ADD) in Lubuk Terap Village, Merlung District, West Tanjab Regency. Data collection techniques are used qualitatively in the form of juridical descriptives, which complement each other in describing the problems studied. This research is a type of empirical juridical research, which is focused on examining the implementation of Village Fund Allocation Management (ADD) in Lubuk Terap Village, Merlung District, West Tanjab Regency. The formulation of the problem in this writing is to find out about the Implementation Planning for Village Fund Allocation Management (ADD) in Lubuk Terap Village, Merlung District, West Tanjab Regency, and the Implementation of Village Fund Allocation Management (ADD) in Lubuk Terap Village, Merlung District, West Tanjab Regency. The research results show that in managing village finances, the Lubuk Terap Village Head delegates some authority to appointed village officials. Village Fund Allocation is funds sourced from the Regional Revenue and Expenditure Budget (APBD) which are allocated with the aim of equalizing financial capacity between villages to fund village needs in the context of administering government and implementing development and community services. The implementation of Village Fund Allocation (ADD) in Lubuk Terap Village begins with activities to prepare the proposed ADD program from each hamlet. The program created by the hamlet is evaluated by the village and the allocation or distribution of ADD funds is based on the priority scale (benefits) for the hamlet. The implementation stage of ADD management starts from the Village RPJM and Village RKP which have been agreed in the Musrengbandes. In implementing activities whose funding comes from ADD, they are carried out by the Village Implementation Team (Village Apparatus). Then the implementation team will form an activity management team to carry out the activity program in the field. The Lubuk Terap Village Government, TPK (Activity Implementation Team) is coordinated by the Lubuk Terap Village Secretary, as the coordinator who runs, supervises and reports on the performance carried out at the activity location. So that the management of Village Fund Allocations in Lubuk Terap Village has realized the principles of Good Governance. Keywords: Village Government, Village Fund Allocation (ADD)
