Abstract
The focus of this research is to look at the Implementation of the Complete Systematic Land Registration Policy (PTSL) in East Tanjung Jabung Regency, the factors that hinder the Implementation of the Complete Systematic Land Registration Policy (PTSL) in East Tanjung Jabung Regency and the efforts that should be made for the successful Implementation of the Systematic Land Registration Policy Complete (PTSL) in East Tanjung Jabung Regency. The research uses theories by Van Meter and Van Horn regarding the implementation of public policy and factors that hinder it and carries out analysis to determine the efforts that should be made for successful Policy Implementation. This research uses a qualitative method with a descriptive approach. The research results show that the implementation of the Complete Systematic Land Registration (PTSL) Policy in East Tanjung Jabung Regency is not optimal. Although judging from the characteristics of the implementing organization, Inter-Organizational Communication and Implementation of Activities, the attitude of the implementer is quite good. Then there are aspects of the social and cultural environment that sufficiently understand the aims and objectives of the Implementation of the Complete Systematic Land Registration Policy (PTSL), as well as political factors that are quite good with support from regional heads. The strategy that should be implemented for the successful implementation of the Complete Systematic Land Registration (PTSL) Policy in East Tanjung Jabung Regency is: 1. Optimizing the function of the Land and Regional Boundaries Section in resolving Land and Regional Boundary Problems; 2. Increase local government commitment in implementing the Complete Systematic Land Registration (PTSL) Policy; 3. Carry out comprehensive outreach on the Implementation of the Complete Systematic Land Registration (PTSL) Policy.
