Abstract
Ahmad Fikri, H1A120018, Effectiveness of the Simpang Bara Application in Coal Truck Transport Management in Jambi Province. Jambi Province is the 5th province with the largest coal reserves in Indonesia. Total Jambi coal production from January to November 2022 reached 17.5 million tons. Production constraints related to transportation still use national roads, which ends up causing a lot of polemics, ranging from traffic jams to road damage. The police launched the SIMPANG BARA application (Coal Transport Mobilization Monitoring System) which aims to record coal transport. This research uses a qualitative research approach where qualitative research as a scientific method is often used and carried out by a group of researchers in the field of social sciences, including educational sciences. Qualitative research is research used to examine human and social problems. Where researchers will report the research results based on data review reports and data analysis obtained in the field, then describe them. The SIMPANG BARA application is considered effective as a tool but its implementation is limited by the lack of firmness on the part of the provincial government to allow its use. The misalignment of city governance policies and development infrastructure as well as plans to build special roads for coal trucks which creates a monopoly risk resulting in the application not being used optimally has an impact on transportation problems and suboptimal city governance. The SIMPANG BARA application succeeded in identifying coal truck vehicle data that was previously undocumented, the presence of coal trucks which caused a lot of traffic jams on the national roads of Jambi province, shows that even though the goal of recording data is achieved, the impact on traffic still needs to be addressed by monitoring this is important to ensure there is support for applicable regulations and identifying differences between plans and program implementation.
