(II) Siti Tiara Maulia, S.Pd., M.Pd Kata Kunci: Peraturan Daerah Nomor 9 Tahun 2016, Pemilihan Ketua RT Penelitian ini dilatarbelakangi oleh penerapan peraturan daerah Nomor 9 Tahun 2016 dalam sistem pemilihan ketua RT di kelurahan lingkar selatan kecamatan pal merah kota jambi. Penelitian ini juga bertujuan untuk mengetahui bagaimana penerapan peraturan daerah Nomor 9 Tahun 2016 dalam sistem pemilihan ketua RT. Penelitian ini dilakukan di kelurahan Lingkar Selatan Kecamatan Pal Merah Kota Jambi. Dalam hal ini yang menjadi informan dalam penelitian yang dilakukan oleh peneliti adalah: Kepala Lurah Lingkar Selatan, Ketua RT Lingkar Selatan dan Masyarakat Lingkar Selatan. Pendekatan yang digunakan oleh peneliti adalah pendekatan kualitatif deskriptif. Teknik pengumpulan data yang digunakan oleh peneliti dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Dan selanjutnya teknik analisis data yang digunakan oleh peneliti dalam penelitian ini adalah pengumpulan data, reduksi data, penyajian data dan verifikasi data. Hasil penelitian ini dari teknik pengumpulan data yang digunakan oleh peneliti yaitu observasi,wawancara, dan dokumentasi, dari hasil tersebut bahwa pada saat observasi dilakukan terdapat ketua RT yang kurang atau tidak peduli terhadap masyarakatnya dikarenakan RT tersebut dipilih terpakasa, terdapat pula ketua RT tidak sesuai kriteria persyaratan, dan masyarakat yang tidak mendapatkan hak pilih dalam pemilihan ketua RT. pada saat wawancara yang dilakukan peneliti dapat diketahui bahwa benar adanya ketua RT yang dipilih terpaksa, ketua RT dipilih secara turun temurun, ketua RT melewati batas umur, masyarakat tidak mendapatkan hak pilih dalam pemilihan ketua RT. dan dokumentasi dalam hal ini itu berupa hasil wawancara, nama ketua RT dan data tenaka kerja kelurahan. dari hasil penelitian ini maka dapat disimpulkan bahwa dalam penerapan peraturan daerah Nomor 9 Tahun 2016 dalam sistem pemilihan ketua RT di Kelurahan Lingkar Selatan Kecamatan Pal merah Kota Jambi tersebut belum sepenuhnya terlaksana secara efektif, hal ini dapat dilihat dari hasil peneliti dilapangan bahwa masih terdapat ketua RT yang dipilih secara turun temurun keluarga, ketua RT yang dipilih secara terpaksa, ketua RT melewati batas umur, masyarakat tidak mendapatkan hak pilih dalam pemilihan ketua RT, masyarakat kurang berminat dikarenakan kesibukannya. Dari hasil penelitian ini disarankan Kepada kelurahan Lingkar Selatan Kecamatan Pal Merah Kota Jambi diharapkan agar dapat lebih meningkatkan upaya dalam mengajak masyarakat yang ada dikeluarah Lingkar Selatan agar dapat lebih aktif dalam kegiatan pemilihan ketua RT yang diadakan di lingkungan masyarakat tersebut, kepada masyarakat di Kelurahan Lingkar Selatan Kecamatan Pal Merah Kota Jambi hendaknya meningkatkan kesadaran untuk dapat lebih aktif didalam kegiatan pemilihan ketua RT dilingkungan masyarakat setempat, dan agar dapat memberikan masukan yang mana akan berguna untuk menentukan calon ketua RT dilingkungan masyarakat setempat serta demi kemajuan RT di Kelurahan Lingkar Selatan Kecamatan Pal Merah Kota Jambi untuk kedepannya Juliasmi, daughter. 2024. (II) Siti Tiara Maulia, S.Pd., M.Pd Keywords: Regional Regulation Number 9 of 2016, Election of RT Head This research was motivated by the implementation of regional regulation Number 9 of 2016 in the RT head election system in the southern ring sub-district, Pal Merah sub-district, Jambi City. This research also aims to find out how regional regulation Number 9 of 2016 is implemented in the RT head election system. This research was conducted in Lingkar Selatan sub-district, Pal Merah District, Jambi City. In this case, the informants in the research conducted by the researchers were: Head of South Lingkar Village Head, Head of South Lingkar RT and South Lingkar Community. The approach used by researchers is a descriptive qualitative approach. The data collection techniques used by researchers in this research are observation, interviews and documentation. And then the data analysis techniques used by researchers in this research are data collection, data reduction, data presentation and data verification. The results of this research are from the data collection techniques used by researchers, namely observation, interviews, and documentation. From these results, when the observations were carried out there were RT heads who did not care enough or did not care about the community because the RTs were chosen by force, there were also RT heads who did not meet the criteria. requirements, and people who do not have the right to vote in the election of RT head. During the interviews conducted by researchers, it was discovered that it was true that RT heads were chosen by force, RT heads were chosen from generation to generation, RT heads passed the age limit, the community did not have the right to vote in the election of RT heads. and documentation in this case is in the form of interview results, the name of the RT head and data on the sub-district workforce. From the results of this research, it can be concluded that the implementation of regional regulation Number 9 of 2016 in the system for selecting RT heads in Lingkar Selatan Subdistrict, Pal Merah District, Jambi City has not been fully implemented effectively. This can be seen from the results of researchers in the field that there are still RT heads who are chosen by the family from generation to generation, the RT head is chosen by force, the RT head is past the age limit, the community does not have the right to vote in the election of the RT head, the community is less interested because they are busy. From the results of this research, it is recommended that the Lingkar Selatan sub-district, Pal Merah District, Jambi City, be expected to further increase efforts in inviting the community outside Lingkar Selatan to be more active in the RT head election activities held in the community, to the community in Lingkar Selatan Subdistrict. Pal Merah District, Jambi City should increase awareness to be more active in the activities of selecting RT heads in the local community, and to be able to provide input which will be useful for determining candidates for RT heads in the local community and for the progress of RTs in Lingkar Selatan District, Pal Merah Kota District Jambi for the future
