Abstract

Abstrak : Penelitian ini dilakukan pada wilayah izin usaha pertambangan Banko Barat, PT Bukit Asam Tbk di kabupaten Muara Enim, Provinsi Sumatera Selatan. Perusahaan tersebut telah melakukan reklamasi yang disesuaikan dengan ketentuan dan perundang-undangan yang teleh berlaku. Tujuan penelitian ini adalah mengevaluasi kegiatan reklamasi baik dari segi penatagunaan lahan, revegetasi sampai penyelesaian akhir, faktor-faktor, dampak serta upaya yang dapat dilakukan untuk meminimalisir tidak tercapainya tingkat keberhasilan reklamasi dengan mengetahui penilaian hasil akhir berupa persentase keberhasilan reklamasi pada area backfilling. Metode penelitian yang diterapkan yaitu dengan melakukan penilaian tingkat keberhasilan reklamasi berdasarkan matriks yang mengacu pada Permenhut No. P 60/Menhut-II tahun 2009 tentang Pedoman Penilaian Keberhasilan Reklamasi Hutan. Evaluasi yang dilakukan dengan cara membandingkan data rencana dan realisasi dilapangan sehingga akan didapatkan penyebab dan alasan ketidaksesuain reklamasi tersebut. Dari hasil perbandingan data antara rencana dan realisasi reklamasi area backfilling Pit 3 (ID 17) Banko Barat dengan realisasi penatagunaan lahan seluas 26 Ha atau 130% dari rencana seluas 20 Ha dan realisasi penebaran tanah pucuk sebesar 130.000 m3 atau 130% dari rencana 100.000 m3. Realisasi revegetasi sebanyak 65000 bibit/pohon dari rencana yang ditanam sebanyak 22.000 pohon. Berdasarkan hasil evaluasi keberhasilan reklamasi dan penilaian keberhasilan reklamasi menurut Permenhut No. P 60/Menhut-II tahun 2009 tentang Pedoman Penilaian Keberhasilan Reklamasi Hutan didapatkan nilainya adalah 80%, dan Kepmen Nomor 1827 K/30/MEM/2018, tentang pedoman pelaksanaan kaidah teknik pertambangan yang baik didapatkan nilainya adalah 83% sehingga pelaksanaan reklamasi pada lahan bekas penambangan PT Bukit Asam Tbk masuk pada kriteria sedang. Kata Kunci: Reklamasi, Revegetasi, Penatagunaan lahan, Pengendalian Erosi Abstract : This research was conducted in the West Banko mining business permit area, PT Bukit Asam Tbk in Muara Enim district, South Sumatra Province. The company has carry out reclamation in accordance with existing provisions and legislation applies. The aim of this research was to evaluate reclamation activities from a stewardship perspective land, revegetation to final settlement, factors, impacts and efforts that can be taken to minimize the success rate of reclamation by knowing the assessment The final result is the percentage of reclamation success in the backfilling area. The research method applied the assessment of the success reclamation level based on a matrix that refers to Minister of Forestry Regulation No. P 60/Menhut-II 2009 regarding Guidelines for Assessing the Success of Forest Reclamation. Evaluation was carried out by means of Compare planned and actual data in the field so that the causes and causes can be obtained recommendations for non-conformity of the reclamation. Our results consisted of data comparison between plans and realization of reclamation of the backfilling area of Pit 3 (ID 17) West Banko in which the realization of land use was covering area of 26 Ha (130%), exceeding the target area of 20 Ha. The realization of spreading top soil was 130,000 m3 (130%) more than the initial plan i.e. 100,000 m3. The fulfilment of revegetation was 65,000 seedlings or tree planted of 22,000 trees that were targeted. Based on the results of the success evaluation reclamation and assessment of reclamation success according to Minister of Forestry Regulation No. P 60/Menhut-II 2009 regarding Guidelines for Assessment of the Success of Forest Reclamation, the score was 80%. Additionally, based on the Ministerial Decree No. 1827 K/30/MEM/2018 concerning Guidelines for the Implementation of Good Mining Practices, the success rate was 83%. Therefore, the reclamation implementation in the former mining area of PT Bukit Asam Tbk falls under the medium criteria.
