Abstract
Penelitian ini bertujuan dalam memahami serta menggambarkan Inovasi Pelayanan Publik lewat Program e-Samsat di Kantor Samsat Kota Jambi dan untuk mengetahui faktor pendukung dan faktor penghambat inovasi pelayanan public melalui program e-Samsat di Kantor Samsat Kota Jambi. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan menggunakan pendekatan kualitatif. Fokus penelitian ini didasarkan pada indikator inovasi pelayanan yang digunakan yang dikembangkan oleh australian publik sector inovasi indikator project (APSII) yang terdiri dari Input to innovation, Innovation processes, Outputs of Innovation, Outcomes of innovation, Environmental condition serta mendeskripsikan hambatan dan faktor pendukung yang terjadi dalam pelaksanaan layanan E-Samsat. Selain itu ada juga beberapa factor yang mempengaruhi E-Samsat kurang efisien serta kurang efektif. Diantaranya adalah Desakan dan tingkat kebutuhan masyarakat, kesiapan system informasi, kesiapan sumber daya, kemudahan penggunan E-samsat, kecepatan penggunaan E-samsat. Sedangkan teknik analisis data dalam penelitian ini adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa Inovasi Pelayanan Publik Melalui E-Samsat di Kantor Samsat Kota Jambi dapat dikatakan sudah berjalan walaupun belum memberikan hasil yang memuaskan karena sebagian masyarakat masih belum mengetahui tentang e-Samsat. Kata Kunci : inovasi, pelayanan, e-Samsat. This research aims to understand and describe Public Service Innovation through the e-Samsat Program at the Jambi City Samsat Office and to determine the supporting and inhibiting factors for public service innovation through the e-Samsat program at the Jambi City Samsat Office. The method used in this research is descriptive using a qualitative approach. The focus of this research is based on the service innovation indicators used which were developed by the Australian Public Sector Innovation Indicator Project (APSII) which consist of Input to Innovation, Innovation Processes, Outputs of Innovation, Outcomes of Innovation, Environmental Conditions as well as describing the obstacles and supporting factors that occur in implementing E-Samsat services. Apart from that, there are also several factors that influence E-Samsat to be less efficient and less effective. Among them are pressure and level of community needs, information system readiness, resource readiness, ease of using E-Samsat, speed of using E-Samsat. Meanwhile, the data analysis techniques in this research are data reduction, data presentation, and drawing conclusions. The results of this research show that Public Service Innovation through E-Samsat at the Jambi City Samsat Office can be said to be running even though it has not yet produced satisfactory results because some people still don't know about e-Samsat.
