Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi pembentukan peraturan daerah oleh Dewan Perwakilan Rakyat Daerah Kabupaten Muaro Jambi periode 2019-2024 dan untuk mengetahui dan menganalisis kendala dalam Implementasi pembentukan peraturan daerah oleh Dewan Perwakilan Rakyat Daerah Kabupaten Muaro Jambi periode 2019-2024. Permasalahan yang akan dibahas dalam skripsi ini adalah: Bagaimana Implementasi pembentukan peraturan daerah oleh Dewan Perwakilan Rakyat Daerah Kabupaten Muaro Jambi periode 2019-2024 dan Apa saja kendala dalam Implementasi pembentukan peraturan daerah oleh Dewan Perwakilan Rakyat Daerah Kabupaten Muaro Jambi periode 2019-2024. Tipe penelitian skripsi ini adalah Empiris, yaitu penelitian dengan adanya data-data lapangan sebagai sumber data utama, seperti hasil wawancara dan observasi. Hasil penelitian menunjukkan bahwa Implementasi fungsi pembentukan peraturan daerah oleh DPRD Kabupaten Muaro Jambi dalam proses pembentukan perda periode 2019-2024 belum optimal. Hal tersebut ditandai dengan masih sedikit Peraturan Daerah yang dihasilkan dari inisiatif DPRD Kabupaten Muaro Jambi setiap tahunnya jika dibandingan dengan Peraturan Daerah yang berasal dari Kepala Daerah. Keadaan demikian menunjukkan bahwa DPRD Kabupaten Muaro Jambi belum menunjukkan prakasa yang maksimal sebagai wakil dari rakyat yang mempunyai tugas untuk menyalurkan aspirasi masyarakat yang diwakilinya dalam mewujudkan demokrasi. Kendala pelaksanaan fungsi Pembentukan Peraturan Daerah Oleh DPRD Kabupaten Muaro Jambi adalah: 1) Latar belakang anggota DPRD yang beragam dan tingkat pendidikan yang berbeda, 2) Penyusunan Raperda pembentukan peraturan daerah tidak terlaksana sesuai dengan jadwal, 3) Kurang optimal melibatkan masyarakat dalam proses penyusunan dan pembentukan, dan 4) Dalam proses pembentukan perda harus mempertimbangkan banyak faktor, menjadikan proses penyusunan perda menjadi lebih lama. This research aims to find out and analyze the implementation of the formation of regional regulations by the Regional People's Representative Council of Muaro Jambi Regency for the 2019-2024 period and to find out and analyze the obstacles in the implementation of the formation of regional regulations by the Regional People's Representative Council of Muaro Jambi Regency for the 2019-2024 period. The problems that will be discussed in this thesis are: How is the implementation of the formation of regional regulations by the Regional People's Representative Council of Muaro Jambi Regency for the 2019-2024 period and what are the obstacles in the implementation of the formation of regional regulations by the Regional People's Representative Council of Muaro Jambi Regency for the 2019-2024 period. The type of research for this thesis is Empirical, namely research using field data as the main data source, such as the results of interviews and observations. The results of the research show that the implementation of the function of forming regional regulations by the Muaro Jambi Regency DPRD in the process of forming regional regulations for the 2019-2024 period has not yet been implemented. optimal. This is indicated by the fact that there are still few Regional Regulations produced from the initiative of the Muaro Jambi Regency DPRD each year when compared to the Regional Regulations originating from the Regional Head. This situation shows that the Muaro Jambi Regency DPRD has not shown maximum initiative as a representative of the people who has the task of channeling the aspirations of the people it represents in realizing democracy. Obstacles in implementing the function of Forming Regional Regulations by the Muaro Jambi Regency DPRD are: 1) The diverse backgrounds of DPRD members and different levels of education, 2) The preparation of the Draft Regional Regulations for the formation of regional regulations was not carried out according to schedule, 3) Not optimally involving the community in the drafting process and formation, and 4) In the process of forming regional regulations, many factors must be taken into account, making the process of drafting regional regulations take longer.
