Abstract

Abstrack Management of legal documentation and information networks in Indonesia The increasingly rapid development of information technology has resulted in an increasing need for documents and information among the public, so the government is aware of the need to build a unified and integrated network of legal documentation and information, therefore Decree No. 91 of 1999 concerning JDIHN was revoked because it was deemed no longer relevant to the demands of the needs in administering JDIHN so it was replaced with Presidential Decree no. 33 of 2012 concerning JDIHN, in which the Presidential Decree becomes the legal umbrella for the implementation of JDIH. Based on this Presidential Decree, the government established a forum called the Legal Documentation and Information Network (JDIH), where the National Legal Development Agency of the Ministry of Law and Human Rights is the center for the National Legal Documentation and Information Network (JDIHN). As an implementation of Presidential Decree no. 3 of 2012, the Legal and Human Rights Development Agency issued Ministerial and Human Rights Regulation no. 2 of 2013 which was subsequently amended by Minister of Law and Human Rights Regulation No. 8 of 2019 concerning Standardization of Technical Management of Legal Documentation and Information. Regulations regarding JDIH are further regulated in Minister of Home Affairs Regulation no. 2 of 2014 concerning JDIH Management of the Ministry of Home Affairs and Regional Government. Keywords: Management, Network, Documentation, Information, Law, Indonesia ABSTRAK Penelitian ini bertujuan: 1) Untuk mengetahui dan menganalisis tentang pengelolaan produk hukum daerah melalui jaringan dokumentasi di Indonesia 2) Untuk mengetahui dan menganalisis tentang penerapan sanksi administratif terkait pengelolaan produk hukum daerah melalui jaringan dokumentasi dan informasi hukum di Indonesia. Dengan tujuan tersebut maka masalah yang dibahas adalah 1) Bagaimanakah pengelolaan produk hukum daerah melalui jaringan dokumentasi dan informasi hukum di Indonesia, 2) Bagaimanakah mekanisme penerapan sanksi administratif terkait pengelolaan produk hukum daerah melalui jaringan dokumentasi dan informasi hukum di Indonesia? Dengan perumusan masalah tersebut maka metode penelitian yang digunakan dalam penelitian ini adalah yuridis normatif dengan menggunakan pendekatan perundang-undangan (Statute Approach) dan pendekatan sejarah hukum ( Historical Comparative ). Adapun data yang digunakan adalah: 1) Bahan hukum primer yang diperoleh dari Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik, 2) Bahan hukum sekunder diperoleh dari buku-buku yang berisi pendapat para pakar hukum baik berbentuk buku- buku tetang hukum, jurnal hukum, website internet, 3) Bahan hukum tersier diperoleh melalui kamus hukum. Dari penelitian ini menunjukan bahwa pengelolaan produk hukum daerah melalui jaringan dokumentasi dan informasi hukum di Indonesia karena hal ini sangat penting agar masyarakat dengan mudah memperoleh informasi yang berhubungan dengan dokumentasi hukum.
