Abstract

Penelitian ini dilatarbelakangi oleh adanya konflik antara masyarakat petani dan pemilik ternak, konflik terjadi disebabkan oleh hewan ternak merusak dan memakan tanaman milik petani. Untuk mengatasi terjadinya konflik lebih besar di lapangan antar masyarakat petani dan pemilik ternak, pemerintah desa bersama BPD membentuk Peraturan Desa Nomor 1 Tahun 2022 tentang Pemeliharaan Hewan Ternak. Penelitian ini bertujuan untuk mengetahui penerapan Peraturan Desa Nomor 1 Tahun 2022 dalam mengatasi konflik antara masyarakat petani dan pemilik ternak di Desa Purwodadi. Penelitian ini dilakukan di Desa Purwodadi Kecamatan Tebing Tinggi Kabupaten Tanjung Jabung Barat. penelitian ini merupakan jenis penelitian deskriptif kualitatif. Pengumpulan data menggunakan teknik observasi, wawancara dan dokumentasi. Serta menggunakan teknik analisis berupa pengumpulan data, reduksi data, penyajian data dan verifikasi. Hasil penelitian menunjukkan penerapan Peraturan Desa Nomor 1 Tahun 2022 tentang Pemeliharaan Hewan Ternak belum berjalan dengan baik karena masih ditemukan pelanggaran terkait dengan pemeliharaan hewan ternak di Desa Purwodadi. Hal ini dikarenakan Desa Purwodadi memiliki jumlah ternak sapi yang terus meningkat setiap tahunnya dan memiliki wilayah perkebunan kelapa sawit yang cukup luas. Hal ini perlu menjadi perhatian khusus bagi pemerintah desa agar lebih memberikan pengawasan kepada masyarakat untuk mematuhi peraturan desa dan dalam pemeliharaan hewan ternak tidak menimbulkan konflik di lapangan, karena hewan ternak mempunyai peran penting dalam penyediaan pangan dan jasa bagi masyarakat Desa Purwodadi sebagai upaya peningkatan kesejahteraan masyarakat. This research was motivated by the existence of conflict between farming communities and livestock owners. The conflict occurred because livestock damaged and ate farmers' crops. To overcome greater conflicts in the field between farming communities and livestock owners, the village government together with the BPD formed Village Regulation Number 1 of 2022 concerning the Care of Livestock. This research aims to determine the application of Village Regulation Number 1 of 2022 in overcoming conflicts between farming communities and livestock owners in Purwodadi Village. This research was conducted in Purwodadi Village, Tebing Tinggi District, West Tanjung Jabung Regency. This research is a type of qualitative descriptive research. Data collection uses observation, interview and documentation techniques. As well as using analytical techniques in the form of data collection, data reduction, data presentation and verification. The results of the research show that the implementation of Village Regulation Number 1 of 2022 concerning the Care of Farm Animals has not gone well because violations are still found related to the care of livestock in Purwodadi Village. This is because Purwodadi Village has a number of cattle that continues to increase every year and has a fairly large oil palm plantation area. This needs to be a special concern for the village government to provide more supervision to the community to comply with village regulations and to care for livestock so as not to cause conflict in the field, because livestock have an important role in providing food and services for the people of Purwodadi Village as an effort to improve community welfare.
