Abstract

The objectives of this research are 1) To evaluate the regulatory framework of institutions' responsibility for safeguarding witnesses and victims of domestic violence by providing justice, expediency, and legal certainty 2) To analyze the existence of witness and victim protection institutions have met their objectives of protection for victims of domestic violence in Indonesia 3) To compile and formulate future legal construction of witness and victim protection institutions in fulfilling the objectives of safeness for victims of domestic violence based on the principles of justice, expediency, and legal certainty. By utilizing the Normative Juridical approach, the study will also assess the effectiveness of current witness and victim protection institutions in achieving their objectives. It is imperative to note that most victims of domestic violence have not used the Witness and Victim Protection Agency as their primary choice of protection. Therefore, it is recommended to expand the agency's reach by appointing representatives in all provincial capitals of Indonesia and granting them decision-making authority to make decisions on requests for protection of victims of domestic violence. Additionally, establishing institutional relationships between the Witness and Victim Protection Agency and other institutions. Thus, will help enhance the protection services for victims according to their individual needs. Ultimately, this study will provide insights and recommendations for the future development of Witness and Victim Protection Institutions, with a commitment to upholding the principles of justice, expediency, and legal certainty
