Abstract

ABSTRACT Tanjung Jabung Barat Regency in Jambi Province has significant fisheries potential, yet the welfare of fishermen remains low. Some of the contributing factors include an ineffective capital system, a lack of knowledge and skills among fishermen, and limited access to modern fishing technology. This research aims to thoroughly examine the strategies implemented by the Fisheries Office of Tanjung Jabung Barat Regency in enhancing the income of coastal communities through the management of marine resources, with the hope of providing more specific recommendations to address existing issues. The method used in this research is a qualitative approach through fundamental observation and interviews with research informants. The Fisheries Department has been working to improve the welfare of fishermen through various strategies, such as providing fishing gear assistance, training, and outreach. Although various strategies have been implemented, it is necessary to establish a strong and independent fishermen's cooperative to enhance the bargaining power of fishermen in marketing their catch with encouraging the development of fish farming as an alternative livelihood for fishermen. With this potential, it is necessary to build adequate fishery infrastructure, such as fishing ports, fish markets, and fish processing plants. Keywords: Government strategy, coastal community income, marine resources ABSTRAK Kabupaten Tanjung Jabung Barat di Provinsi Jambi memiliki potensi perikanan yang besar, namun kesejahteraan nelayan masih rendah. Beberapa faktor penyebabnya antara lain sistem permodalan yang tidak efektif, kurangnya pengetahuan dan keterampilan nelayan, serta terbatasnya akses terhadap teknologi perikanan modern. Penelitian ini bertujuan untuk mengkaji secara mendalam strategi yang dilakukan oleh Dinas Perikanan Kabupaten Tanjung Jabung Barat dalam meningkatkan pendapatan masyarakat pesisir melalui pengelolaan sumber daya laut, dengan harapan dapat memberikan rekomendasi yang lebih spesifik untuk mengatasi permasalahan yang ada. Metode yang digunakan dalam penelitian ini ialah pendekatan kualitatif melalui observasi dan wawancara secara mendasar kepada informan penelitian. Dinas Perikanan telah berupaya meningkatkan kesejahteraan nelayan melalui berbagai strategi, seperti pemberian bantuan alat tangkap, pelatihan dan penyuluhan. Meskipun berbagai strategi telah dilakukan, namun perlu membentuk koperasi nelayan yang kuat dan mandiri untuk meningkatkan daya tawar nelayan dalam pemasaran hasil tangkapan dengan mendorong pengembangan budidaya perikanan sebagai alternatif mata pencaharian bagi nelayan, dengan potensi ini perlu membangun infrastruktur perikanan yang memadai, seperti pelabuhan perikanan, pasar ikan, dan pabrik pengolahan ikan.
