Abstract
ABSTRACT Background: Based on the work accident report of PT. Hok Tong Jambi, there has been an increase in cases from 4 cases in 2020 to 26 cases in 2024, where the majority of work accidents occurred in the production department. The majority of descriptions of the causes of accidents are unsafe behavior by workers. This is not what was expected, considering that the company has implemented behavior based safety in an effort to form safe behavior in workers. Method: This research uses a qualitative method with a case study approach. Informants were obtained using a purposive sampling technique as many as 1 key informant, 2 main informants and 4 supporting informants. Data was collected through in-depth interviews and observations. The data was processed using a computer and analyzed using a content analysis approach. Result: There are policies related to the provision of K3 equipment, supervision and inspection of K3, increased awareness and discipline and dismissal of workers. There is reporting of accident investigations and consistent implementation of K3 regulations and procedures. There is employee communication in conveying information. There are policies related to work permits, worker knowledge of dangerous risks and increasing worker competency. As well as the involvement of workers in preparing the K3 program. Conclusion: Policies related to K3 supervision and inspection, worker communication in conveying information, policies related to increasing worker competency and policies related to worker involvement in preparing K3 programs are not appropriate. In this case, it can lead to less than optimal implementation of behavior based safety, resulting in the need for evaluation and monitoring. Keywords: Behavior based safety, Unsafe action, Workers ABSTRAK Latar Belakang: Berdasarkan laporan kecelakaan kerja PT. Hok Tong Jambi, terjadi peningkatan kasus dari 4 kasus pada tahun 2020 menjadi 26 kasus pada tahun 2024, dimana sebagian besar kecelakaan kerja terjadi pada bagian produksi. Mayoritas deskripsi penyebab kecelakaan, yaitu adanya perilaku tidak aman oleh pekerja. Hal ini bukanlah yang diharapkan, mengingat perusahaan telah menerapkan behavior based safety dalam upaya membentuk perilaku aman pada pekerja. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Informan didapatkan dengan teknik purposive sampling sebanyak 1 orang informan kunci, 2 orang informan utama dan 4 orang informan pendukung. Data dikumpulkan melalui wawancara mendalam dan observasi. Data diolah menggunakan computer dan dianalisis menggunakan pendekatan konten analisis. Hasil: Adanya kebijakan terkait penyediaan perlengkapan K3, pengawasan dan inspeksi K3, peningkatan awereness dan pendisiplinan serta pemberhentian pekerja. Adanya pelaporan investigasi kecelakaan dan konsistensi penerapan peraturan dan prosedur K3. Adanya komunikasi pekerja dalam penyampaian informasi. Adanya kebijakan terkait work permit, pengetahuan pekerja terhadap risiko bahaya dan peningkatan kompetensi pekerja. Serta adanya keterlibatan pekerja dalam penyusunan program K3. Kesimpulan: Kebijakan terkait pengawasan dan inspeksi K3, komunikasi pekerja dalam penyampaian informasi, kebijakan terkait peningkatan kompetensi pekerja dan kebijakan terkait keterlibatan pekerja dalam penyusunan program K3 yang kurang sesuai. Dalam hal ini, dapat menimbulkan pelaksanaan behavior based safety yang kurang maksimal, sehingga perlunya evaluasi dan monitoring. Kata Kunci: Behavior based safety, Unsafe action, Pekerja
